No—the law does not say nurses are not professionals. It created a federal “professional student” category that determines access to higher student-loan limits. Nursing was left out of the original regulatory framework, but a court stay led the Department of Education to temporarily treat certain nursing programs as professional for loan-limit administration. That treatment could change as litigation proceeds.
Is nursing a professional degree under Trump’s bill?
Not in the sense of deciding whether nursing is a profession. Public Law 119-21, the Working Families Tax Cuts Act, uses “professional student” as a technical category for federal student-loan limits. The Department of Education has said the definition is an internal distinction for determining which programs qualify for higher limits, not a judgment about the importance of an occupation.

The distinction matters financially. The law sets different borrowing ceilings for graduate students who are not classified as professional students and students who are. The Department’s January 30, 2026 proposal did not include post-baccalaureate nursing programs in the professional-degree definition. But after a June 24, 2026 preliminary court stay, Federal Student Aid issued an interim list that treats some nursing programs as professional for loan-limit purposes. The Department’s July 10 notice calls these designations temporary.

How much can graduate and professional students borrow?
For affected periods of instruction beginning on or after July 1, 2026, the law ends Grad PLUS borrowing for graduate and professional students and establishes the following federal unsubsidized loan limits. The figures below are statutory annual and aggregate caps; actual eligibility and borrowing can depend on the law’s interactions and exceptions.

These are federal limits, not a promise that every student can borrow the full amount. Ending Grad PLUS also removes a federal borrowing route that previously could cover eligible costs beyond other federal loan limits. If a student’s costs exceed available federal borrowing, the remaining financing may have to come from other sources, such as institutional aid or private loans; those options have different eligibility rules and terms.
Why was theology listed while nursing was left out?
The original proposal applied a federal program-classification definition rather than ranking occupations by their social value. Theology appeared among the fields counted under that framework, while post-baccalaureate nursing programs were omitted. That explains the contrast as a matter of regulatory categories; it does not establish that theology is more important than nursing or that nurses are not professionals.

The Department’s January 30, 2026 proposed framework excluded post-baccalaureate programs such as master’s and doctoral nursing education. The American Association of Colleges of Nursing (AACN) identified MSN, DNP and Ph.D. programs as potentially subject to the lower graduate limits if the proposal were finalized as written. The later court-stay implementation changed the treatment of some, but not all, nursing programs for the time being.

For the interim administration described in Federal Student Aid’s July 10, 2026 update, yes. Following the June 24 preliminary stay by the U.S. District Court for the District of Columbia, the Department says the following programs are treated as awarding professional degrees for statutory loan-limit administration:
- Registered Nursing/Registered Nurse (MSN)
- Nursing Practice (DNP)
- Nurse Anesthetist (DNAP)
The July notice says the designations are temporary and may change as litigation continues. It does not list nursing Ph.D. programs among the interim designations named above, so students should not assume that the treatment for MSN, DNP or DNAP automatically applies to every nursing graduate program.
Students deciding how to finance a program should ask their school’s financial-aid office how the program is currently coded for federal loan limits and how that coding affects their aid offer. The law’s effective date is tied to periods of instruction beginning on or after July 1, 2026, and the law contains statutory interactions and exceptions; students with prior loans or enrollment should get institution-specific guidance rather than assume that every transition works the same way.

Did Trump say nurses aren’t professionals?
The claim that nurses were declared “not professionals” overstates what the law and Department’s loan rules do. The dispute is about which programs qualify for a higher federal borrowing ceiling, not whether nursing is a profession. The practical concern is still consequential: students in programs classified under the lower graduate limit could face a smaller federal borrowing cap after Grad PLUS ends.

The scale and distribution of that concern are described differently by two nursing and education organizations. The Department of Education’s 2025 fact sheet says 95% of nursing students borrow below the annual graduate limit. AACN’s 2026 FAQ reports that more than 80% of surveyed post-baccalaureate nursing students said lower graduate limits would negatively affect their ability to finance education. These figures address different populations and questions: the Department’s statistic does not mean no students would be affected, while AACN’s survey result should not be generalized beyond the students it surveyed.
AACN argues that post-baccalaureate education is linked to licensure and advanced-practice and academic roles, including nurse practitioners, nurse anesthetists, nurse midwives, clinical nurse specialists and nursing faculty. The American Nurses Association (ANA) has endorsed bipartisan, bicameral H.R. 8691/S. 4568, the Nursing is a Professional Degree Act, which would add post-baccalaureate nursing programs to the federal professional-degree definition for loan purposes. ANA names MSN, DNP, DNAP and Ph.D. students in its support for the bill and argues lower limits could create barriers to advanced nursing education.
