The reporting did not name offices slated to close or give a closure total.
What did the White House budget plan propose?
In April 2025, Government Executive reported that OMB’s FY2026 budget passback asked USDA to develop a plan consolidating local, county-based service offices into state committees covering FSA, NRCS, and Rural Development. Farm Policy News and DTN also reported on the proposal.
A passback is a budget-planning stage, not an enacted appropriation or proof that an agency reorganization has taken effect. The contemporaneous coverage characterized the proposal as predecisional and subject to change. An official involved in overseeing the agencies told Government Executive that the change would lead to county-level office closures, but the coverage supplied neither a definitive list nor a total number of affected locations.
What does the reported 22% cut mean?
The April 2025 account said the FY2026 passback proposed a 22% reduction to FSA’s salaries and expenses account while calling for modernization and a smaller county-office footprint. That figure describes a reported budget proposal; it is not an enacted cut, a final USDA budget, or a measure of how many offices would close. The reporting does not establish an office-by-office connection between the proposed account reduction and specific closures.

How many people or offices could be affected?
Farm Policy News, summarizing the Government Executive account, reported that FSA, NRCS, and Rural Development together employed nearly 20,000 workers. That is a combined workforce figure for the three agencies—not a count of county-office employees, jobs to be eliminated, or locations at risk. The April reporting did not provide a closure count or identify which communities might be affected.
What later USDA budget documents show—and what they do not
USDA’s FY2027 budget explanatory notes describe FSA, NRCS, and the Risk Management Agency as agencies in the Farm Production and Conservation (FPAC) mission area. They also describe the FPAC Business Center as a centralized shared-service organization supporting functions such as financial management, human resources, information technology, procurement, and customer experience.

In the FY2027 president’s budget request, the FPAC Business Center is listed with $161.5 million in discretionary appropriations and $70.7 million in mandatory NRCS transfers, for a total of $232.3 million. The notes show 1,083 direct civilian full-time-equivalent employees in both the FY2026 estimate and the FY2027 estimate. These figures concern the Business Center and the later FY2027 request; they do not count field offices and do not establish whether the specific FY2026 passback plan was implemented.
USDA’s FY2027 materials distinguish enacted FY2026 funding levels from the president’s FY2027 request. They provide later structural and budget context, but the reviewed documents do not identify local office closures arising from the 2025 proposal.

What protections or notice rules were reported?
Farm Policy News and DTN described the 2018 farm bill as requiring USDA to notify Congress and provide a justification before closing an FSA office, with protections for rural and underserved areas. They also noted past congressional resistance to local FSA closures. That reporting should not be read as establishing the rules for every kind of consolidation or for NRCS and Rural Development offices, or as resolving how a particular appropriations provision would apply.
USDA Secretary Brooke Rollins was quoted in the contemporaneous coverage describing FSA, NRCS, and the Risk Management Agency as “the most farmer-facing mission area at USDA,” which “producers rely on every day.”

How to assess future closure claims
- Check the status: distinguish a budget proposal or planning instruction from enacted funding, a final USDA decision, and an implemented reorganization.
- Look for location-specific evidence: an agency-wide budget or workforce figure does not show which county office, if any, is affected.
- Keep agencies and rules distinct: reporting about FSA office-closure notices does not automatically establish the rules for NRCS, Rural Development, or every form of consolidation.
- Separate fiscal years: later FY2027 budget-request figures are not proof that an FY2026 passback proposal was carried out.
