The growth rate moderated from more than 25% in 2024, but that is a slower increase—not a shrinking global market. Regional results differed sharply, so a single headline about an “EV slowdown” can obscure what happened.
What “slowing down” means for EV sales
A slowdown can mean either that sales are falling or that they are still rising but at a slower rate. The IEA’s annual figures show the second pattern globally: sales of electric cars grew by more than 25% in 2024, then by 20% in 2025. In absolute terms, sales rose from more than 17 million to more than 20 million.
Market share also continued to rise. Electric cars accounted for more than one-fifth of new cars sold worldwide in 2024 and one-quarter in 2025. Those totals use the IEA’s electric-car category, which includes battery-electric and plug-in hybrid cars in this report series; they are not battery-electric-only counts. The IEA’s 2025 report covers the 2024 results, while its 2026 report reports realized 2025 results.
How the main markets differed
Global growth did not mean every major market followed the same path. Europe accelerated after a stagnant year, China remained the largest market, and U.S. sales were relatively stable overall before a year-end drop.

Why headlines can make the change look larger
A smaller growth rate can still add millions of sales
Growth percentages measure the pace of change, not the size of the market. A drop from growth above 25% to 20% means sales increased less quickly relative to the previous year; it does not mean fewer cars were sold. The higher 2025 total and market share make that distinction visible.
Regional headlines do not describe the global result
Europe’s stagnation in 2024 and the U.S. year-end decline are real parts of the picture, but they do not establish that global sales fell. In 2025, Europe grew by more than 30%, China supplied more than half of the worldwide increase, and sales outside the three largest blocs rose to 2 million from 1.3 million.

What policy context does—and does not—show
The IEA linked part of Europe’s 2025 increase to tighter European Union CO₂ standards. It also reported that U.S. sales were relatively stable across 2025 at just under 10% of car sales, with a decline at year-end coinciding with the end of tax credits. These details provide policy context, but timing or association alone does not show that a policy change caused every movement in sales.
The IEA’s 2025 outlook projected more than 20 million electric-car sales for 2025; that was a forecast, not an observed result. The later 2026 report supplies the realized annual figure. Keeping projections separate from reported outcomes avoids treating an early estimate as if it were a measurement. The 2025 outlook’s executive summary included IEA Executive Director Fatih Birol’s assessment at the time: “Our data shows that, despite significant uncertainties, electric cars remain on a strong growth trajectory globally.”

What the figures establish
The IEA’s figures establish that global electric-car sales and market share rose in 2025, while the annual growth rate eased from 2024. They also show substantial variation among regions. The summaries do not quantify how much vehicle prices, model availability, charging access, broader economic conditions, or individual policies contributed to those outcomes, so attributing the overall pattern to any one of those factors would go beyond the evidence cited here.
