Are Canadians Boycotting the U.S.? What Border-Crossing Data Really Shows

Canadian travel to the U.S. dropped sharply in 2025, but crossing counts cannot prove every missed trip was a boycott. Here is what the data and survey show.

Canadian travel to the United States fell sharply in 2025, but the border numbers do not prove that every missed trip was a boycott. Statistics Canada counted 25.4% fewer Canadian-resident return crossings from the U.S. than in 2024. A May 2025 survey also found that some respondents changed or were considering changing plans because of the U.S. political climate. Together, those findings point to a substantial travel pullback with politics among the stated reasons—not a single explanation for every trip that disappeared.

What the border data actually measures

Statistics Canada’s 2026 annual review reports that Canadian-resident return border crossings from the United States fell 25.4% in 2025 compared with 2024. This is a count of crossings, not a count of unique Canadians: one person may cross more than once, and the figure cannot identify why any particular journey did or did not happen.

The agency’s separate National Travel Survey estimates visits, trip purposes and spending. It found that estimated Canadian visits to the U.S. fell 23.5%, or 7.1 million, in 2025. That percentage differs from the 25.4% crossing decline because the measures and methods differ; crossings and visits should not be treated as interchangeable.

Statistics Canada describes the pattern as “a persistent shift away from the United States by Canadian residents in their travel preferences.” In its Frontier Counts record, which begins in 1972, the 2025 decline was the largest sustained drop outside the pandemic period. That establishes the scale of the change, not its cause.

How the decline unfolded—and what 2026 adds

The pullback was steepest in summer. Canadian-resident return crossings in July 2025 were nearly one-third below July 2024, according to Statistics Canada. By late 2025, monthly totals had settled at roughly one-quarter below the year-earlier levels, and early-2026 counts remained near those late-2025 levels.

There was a modest year-over-year rise in April 2026: 2.4 million Canadian residents returned from U.S. trips, 1.8% more than in April 2025. It was the first monthly year-over-year increase since January 2025. But April 2026 was still 26.7% below April 2024. One positive comparison against an unusually weak year does not amount to a return to the 2024 level.

These figures describe the monthly return-crossing measure, not a complete 2026 annual result. The latest monthly comparison in the cited Statistics Canada release is April 2026.

Which kinds of travel fell most?

The change was not uniform across trip purposes. Statistics Canada’s Tourism activity, 2025 infographic estimates that U.S. holiday, leisure and recreation visits fell 21.5% in 2025, while visits to see friends and relatives declined 9.0%. Family visits also fell, but less sharply than leisure travel.

Travel mode matters too. Statistics Canada notes that air travel to the U.S. had already been declining since September 2023, before the 2025 drop in automobile travel. That earlier trend is one reason it would be misleading to attribute all of the overall decline to a reaction that began in 2025.

Did Canadians shift trips elsewhere?

Some travel appears to have moved to other destinations. While estimated U.S.-bound visits fell 23.5% in 2025, domestic visits rose 1.5% and overseas visits rose 10.2%, compared with 2024. Statistics Canada says domestic and overseas travel together almost entirely offset the reduction in U.S. visits.

Spending moved separately from trip counts. Canadians spent C$18.8 billion on U.S. travel in 2025, a C$3.3 billion decline from 2024; leisure-related U.S. spending accounted for C$2.2 billion of that reduction. These are spending estimates, not a dollar conversion of the 25.4% fall in crossings.

What the evidence says about a boycott

There is direct evidence that politics influenced some travel decisions, but it is survey evidence rather than a count of all travelers. In a Focus Canada survey fielded by the Environics Institute for Survey Research from May 5 to 18, 2025, 35% of respondents said they had changed U.S. travel plans because of the political climate, and another 7% said they were thinking about changing them.

The question asked whether respondents had personally changed, or were considering changing, plans to travel to the U.S. that year because of the political climate there. The answers show stated behavior and intent among survey respondents at that time. They do not measure the share of the national crossing decline caused by politics, nor do they establish that everyone who changed plans stopped traveling altogether.

Other pressures also affected the decision to travel. The Associated Press has cited a weaker Canadian dollar and higher airfares and hotel prices as concurrent factors. Trip purpose, cost and existing travel trends can all shape demand. It is reasonable to describe a consumer-led backlash or informal boycott as part of the context; it is not supported to treat “boycott” as a complete explanation of the border data.

What this means for a travel budget

For a household deciding whether to travel south, the national totals are context, not a forecast of an individual trip’s cost or value. The data suggest many Canadians redirected or reconsidered travel, while others continued to visit friends and family or travel for other reasons. Compare the actual cost of the U.S. itinerary with domestic and overseas alternatives, including exchange-rate exposure, airfare, lodging and trip purpose. The national figures do not establish that one destination is cheaper for every traveler.

The clearest reading is that Canadians made substantially fewer U.S. trips in 2025, with leisure travel especially affected; survey responses show that politics changed some plans, while border totals alone cannot explain why each trip disappeared.
