Matt Fischer, Apple’s vice president overseeing the App Store, announced on August 21, 2024, that he would leave the company in October after 21 years. At the same time, Apple divided its App Store organization into two groups: one for Apple’s traditional storefront and another for alternative app distribution.
The move was reported as an App Store reorganization—not necessarily a company-wide restructuring. It came as Apple adapted to new European Union requirements involving alternative app marketplaces, web distribution, payments and related security systems. Phil Schiller remained the senior Apple executive overseeing the App Store.

What happened at Apple?
Fischer joined Apple in 2003 and led the App Store organization from 2010. His responsibilities included the worldwide App Store and Apple Arcade, following earlier work in iTunes marketing and partnerships.

Apple planned to divide the App Store group between two leaders:
- Carson Oliver: Leader of the team responsible for Apple’s traditional App Store.
- Ann Thai: Leader of the team responsible for alternative app distribution.
Fischer was expected to leave in October 2024. The announcement established the planned timing, but it should not be confused with independently verified details about his final employment date or subsequent career.
How Apple reorganized the App Store
The split separated two increasingly different operational responsibilities.
Apple’s conventional App Store
This side continued to cover the familiar Apple-operated storefront, including app review, merchandising, commercial operations, developer relationships and the systems supporting App Store purchases and discovery.
Alternative app distribution
The second group handled the infrastructure and compliance work associated with distributing apps outside Apple’s conventional storefront. That included alternative marketplaces, authorized distribution from developers’ websites, notarization, marketplace authorization, alternative payments and related user disclosures.

This structure does not mean Apple abandoned the App Store or stopped controlling important parts of the alternative-distribution system. It can instead be understood as an attempt to give a separate team responsibility for a new, compliance-heavy business area.
Phil Schiller did not leave App Store oversight
The reorganization did not remove Phil Schiller from overall App Store leadership. Schiller remained an Apple Fellow associated with oversight of the App Store and Apple events, and Fischer had reported to him.

In practical terms, day-to-day management was divided between Oliver and Thai while Schiller retained senior oversight. Reports describing the change as if Schiller had lost control or departed would therefore be misleading.
Why the EU mattered
The reorganization came as Apple faced new obligations under the European Union’s Digital Markets Act (DMA). Apple announced its EU changes in January 2024, with the new distribution options becoming available beginning in March 2024. The changes applied to the 27 EU countries, not globally.
Apple’s response included:
- Support for alternative app marketplaces on iPhone and iPad.
- Authorized distribution from eligible developers’ websites.
- Alternative payment-processing options.
- Notarization of apps regardless of their distribution channel.
- Authorization requirements for marketplace operators.
- New installation information and security safeguards.
Apple said the changes were intended to comply with the DMA while limiting what it described as increased risks involving malware, fraud, scams, piracy and harmful content. Those are Apple’s stated concerns; they should not be read as an independently quantified finding that every alternative marketplace is unsafe.

What alternative distribution means in practice
Alternative distribution is not unrestricted installation from any website. Apple’s EU system still uses eligibility rules, authorization, notarization and security checks.
Apple’s developer documentation describes installation sheets that can show information such as the developer, app name, screenshots and ratings. Apple also describes protections that may prevent an app from launching or revoke new installations when malware-related concerns arise.
Apple’s current documentation says direct web distribution is available to EU users on devices running at least iOS 17.5 or iPadOS 18. It also records a later update: iOS 18.6 and iPadOS 18.6 introduced an updated EU installation experience. Those version details are subsequent developments, not features known when Fischer’s departure was announced.

What the split meant for developers
For developers, the two-team structure potentially gave Apple separate management attention to two different sets of needs.
The traditional App Store team could focus on review, discovery, merchandising and the established commercial model. The alternative-distribution team could focus on marketplace authorization, web distribution, notarization, compliance, alternative payments and the technical systems required by the DMA.
However, the new options were not automatically cheaper or simpler. Apple’s announced EU business terms included:
- A reduced commission of 10% or 17%, depending on the transaction and the developer’s circumstances.
- An additional 3% payment-processing fee when Apple’s payment processing was used.
- A Core Technology Fee of €0.50 per first annual install above 1 million qualifying installs.
These terms applied within Apple’s EU framework and depended on eligibility, distribution choices, transaction volume and contractual conditions. A developer would need to model installs, payment processing, support costs and compliance obligations before concluding that alternative distribution would reduce costs.

Alternative distribution could provide more control or additional routes to customers, but it could also create new responsibilities around billing, refunds, customer support, fraud prevention and marketplace operations.

What it meant for users
EU users gained more ways to obtain iPhone and iPad apps, including through alternative marketplaces and, for eligible developers, direct web distribution.
That choice also came with differences from the traditional App Store experience. Apple warned that transactions outside its systems could affect features such as purchase history, refunds, Family Sharing and Ask to Buy. Users may also encounter additional installation disclosures and security warnings.
The important distinction is that the EU changes expanded distribution choices without making every app source equivalent to Apple’s App Store. Apple retained authorization, notarization and security mechanisms, and the user experience could vary depending on where an app or payment was obtained.

- It was not proof of a company-wide Apple restructuring. The documented change concerned the App Store organization.
- It did not show that Phil Schiller left or lost overall oversight. Schiller remained associated with senior App Store leadership.
- It did not create worldwide alternative iOS app stores. The new distribution provisions were primarily an EU response to the DMA.
- It did not prove that Apple was abandoning the App Store. The conventional storefront remained a distinct and important part of the organization.
- It did not prove that regulation caused Fischer’s departure. Regulation explains the timing and operational context, but the available reporting does not establish direct causation.
Why the restructuring mattered strategically
The significant change was not simply that one executive left. Apple was separating management of its established distribution model from the new systems required to support regulated alternatives.
That distinction mattered because alternative distribution affected more than app downloads. It touched payment economics, developer contracts, platform security, user disclosures, marketplace authorization and Apple’s relationship with regulators. Assigning those responsibilities to a dedicated team allowed Apple to manage the new requirements without treating them as identical to the business of running its own storefront.
At the same time, the split did not by itself demonstrate that Apple intended to make alternative distribution broadly available outside the EU or to weaken its control over the App Store. It was better understood as an organizational response to a changing legal and technical environment.
Later EU developments
Apple continued updating its EU alternative-distribution framework after the August 2024 announcement. Its developer documentation later reflected changes to eligibility, implementation and the installation experience, including updates associated with iOS 18.6 and iPadOS 18.6.

They do not change the original personnel facts: Fischer announced his departure after 21 years, Apple divided App Store responsibilities between its traditional store and alternative distribution, and Schiller remained in senior oversight.
