Apple’s move to store mainland China iCloud data and cryptographic keys locally began in February 2018; it is not a newly announced plan. The change raised privacy concerns because Chinese authorities could seek data through domestic legal processes. That is a concern about the route to legal access—not proof of a backdoor, unrestricted access, or any particular disclosure.
What changed in 2018
In February 2018, Apple began hosting mainland Chinese iCloud accounts locally, including their cryptographic keys, according to Reuters reporting at the time. Reuters described the arrangement as a response to Chinese requirements for cloud services for Chinese citizens to be operated by Chinese companies and for data to be stored in China.
The practical privacy concern was that authorities could seek data through Chinese legal channels instead of first having to use the U.S. legal system. Local hosting and key handling can affect the legal process through which data may be requested, but the reported change does not establish that authorities had unrestricted technical access or that Apple created a backdoor.
Who operates mainland China iCloud now
Apple’s support page, published April 22, 2025, identifies GCBD (AIPO Cloud (Guizhou) Technology Co. Ltd) as the operator of iCloud in mainland China. Apple says the service and data stored there are subject to GCBD-operated iCloud terms, rather than simply describing the arrangement as ordinary iCloud under Apple’s current terms.

Apple also says that a non-Chinese citizen who is not residing in mainland China can change their Apple Account country or region to reflect their current location and continue using iCloud under Apple’s current terms. This guidance is limited to the circumstances Apple specifies; it does not establish that every account can switch arrangements freely.
What Apple said about the change
Apple said it had opposed the legal requirements but could not prevent them. In a statement quoted by Reuters in 2018, Apple said: “While we advocated against iCloud being subject to these laws, we were ultimately unsuccessful.” Apple argued that continuing to provide iCloud under the new arrangement was better for users than withdrawing the service.

Reuters also reported Apple’s statement that more than 99.9 percent of existing users had agreed to the updated terms by the time of its 2018 report. That is a historical figure attributed to Apple, not a current adoption or consent statistic.

Apple distinguishes its standard data protection from optional Advanced Data Protection. Apple describes Advanced Data Protection as extending end-to-end encryption to additional categories of iCloud data; for most data it protects, the encryption keys remain on a user’s trusted devices. That limits Apple’s ability to recover the protected data without the user’s recovery setup, so losing access to that setup can also mean losing access to the data.

Apple warns that Advanced Data Protection is not available in every country or region. The official materials covered here do not establish whether it is available to accounts operated by GCBD in mainland China. It should not be treated as a confirmed way for those accounts to avoid the legal-access concerns associated with local operation.

- Check the account’s applicable terms. Apple identifies GCBD as the mainland China operator and says GCBD-operated terms govern that service and its stored data.
- Separate legal access from technical access. Reuters described an easier route for authorities to seek data under Chinese law; that is not evidence that access is automatic or unlimited.
- Do not assume an encryption feature is available. Advanced Data Protection’s regional availability varies, and the cited Apple documentation does not resolve its availability for GCBD-operated accounts.
- Use Apple’s region guidance only if it fits your situation. Its stated option concerns non-Chinese citizens who are not residing in mainland China and who change their account region to match their current location.
