Apple announced on December 4, 2025, that General Counsel Kate Adams and policy chief Lisa Jackson planned to retire. Adams was scheduled to leave in late 2026, while Jackson was scheduled to retire in late January 2026. Apple also named former Meta chief legal officer Jennifer Newstead as Adams’s successor, with Newstead’s general-counsel appointment set to take effect on March 1, 2026.

Apple said the changes would also combine Legal and Government Affairs under Newstead, while Environment and Social Initiatives would report to Chief Operating Officer Sabih Khan.

The transition is staged, not immediate
Newstead did not immediately replace Adams on the day Apple announced the changes. The planned sequence was:
| Date | Planned event |
|---|---|
| December 4, 2025 | Apple announces the executive transitions. |
| January 2026 | Newstead joins Apple. |
| Late January 2026 | Jackson retires, according to Apple’s stated timetable. |
| March 1, 2026 | Newstead becomes Apple’s general counsel. |
| Late 2026 | Adams plans to retire, after which Newstead is expected to oversee Government Affairs as well as Legal. |
During the interim, Adams was expected to oversee Government Affairs. After the broader transition, Newstead was expected to hold the combined title of senior vice president, General Counsel and Government Affairs.
Why Jennifer Newstead’s appointment matters
Newstead joins Apple from Meta, where she served as chief legal officer. Apple also highlighted her previous public-service positions, including legal adviser to the U.S. Department of State, general counsel of the White House Office of Management and Budget, principal deputy assistant attorney general in the Justice Department’s Office of Legal Policy, and associate White House counsel.

Her appointment is broader than a conventional change in Apple’s legal leadership. Government Affairs had been a separate responsibility connected to Jackson’s role, but Apple’s announced structure places it alongside Legal under Newstead. That gives one executive responsibility for two areas central to Apple’s relationships with regulators, lawmakers, and governments.
The announcement does not establish that Newstead will change Apple’s legal strategy, regulatory posture, or approach to privacy and litigation. Those would be future questions rather than conclusions supported by the appointment itself.
What happens to Lisa Jackson’s teams?
Jackson’s responsibilities are being divided rather than transferred wholesale to one successor:

- Government Affairs: Adams would oversee the function temporarily, followed by Newstead.
- Environment and Social Initiatives: These teams would report to COO Sabih Khan.
That distinction is important. Apple’s announcement describes a reassignment of responsibilities, not the elimination of its environmental or social-initiative operations. It also means that policy and government relations will sit with the Legal organization, while environmental and social initiatives move into the COO’s reporting structure.
Who are the departing executives?
Kate Adams
Adams became Apple’s general counsel in 2017. In that role, she was part of the company’s senior leadership during years of intense attention to privacy, regulation, litigation, and Apple’s ability to develop and distribute products and services. Apple said she would remain involved in the transition by taking responsibility for Government Affairs before her planned retirement in late 2026.
The announcement does not attribute every major Apple legal matter to Adams personally, so her role should be described in terms of her position rather than as sole responsibility for the company’s legal outcomes.

Lisa Jackson
Jackson led Apple’s Environment, Policy, and Social Initiatives organization. Her remit covered environmental policy, social initiatives, and government engagement. Apple said she helped the company reduce its global greenhouse-gas emissions by more than 60% compared with 2015 levels.
That emissions figure is Apple’s stated claim in its announcement, relayed by CEO Tim Cook; it should not be treated as an independently verified analysis without separate documentation. Jackson was scheduled to retire in late January 2026.

Is this part of a broader Apple leadership shakeup?
The announcement arrived during a period of other reported senior-executive changes. Contemporaneous coverage from 9to5Mac also referenced plans involving John Giannandrea, Alan Dye, Jeff Williams, and Luca Maestri.

That context makes the Adams and Jackson news relevant to questions about leadership continuity at Apple. However, the available announcement does not say that all of these changes form one coordinated restructuring. It also does not announce a timetable for CEO Tim Cook’s departure or establish that the retirements were forced, performance-related, or connected to a specific product, financial, or regulatory issue.
Descriptions such as “purge,” “cleaning house,” or “crisis” go beyond what Apple officially said. The supported conclusion is narrower: Apple is changing the leadership and reporting lines for Legal, Government Affairs, Environment, and Social Initiatives while two long-serving executives prepare to retire.
What this means for customers and investors
Apple’s announcement identifies no immediate product, service, pricing, or customer-policy change. For customers, the direct impact is therefore not specified.
For investors and technology professionals, the more important issue is organizational:
- Apple’s top legal role is changing hands.
- Legal and Government Affairs are being consolidated under Newstead.
- Environmental and Social Initiatives are moving under the COO.
- The company is managing two different retirement timelines rather than making both departures effective at once.
These changes could affect how Apple presents and coordinates its positions on regulation, government relations, environmental commitments, and social initiatives. But the announcement alone does not reveal whether those positions will materially change.
The bottom line
Apple announced planned retirements for Kate Adams and Lisa Jackson, not confirmed dismissals. Adams was scheduled to retire in late 2026, Jackson in late January 2026, and Jennifer Newstead was scheduled to become general counsel on March 1, 2026. The most consequential organizational change is the planned combination of Legal and Government Affairs under Newstead, while Environment and Social Initiatives move to COO Sabih Khan. The announcement supports a story about senior leadership transition—not, by itself, a claim of an Apple crisis or an impending change at the top.
