Apple and Goldman Sachs: How a Showcase Partnership Became Apple Card’s Messy Banking Experiment

Apple Card was a three-company partnership, not simply an Apple product. Here’s how Apple, Goldman Sachs and Mastercard divided responsibility—and how launch pressure, servicing failures, regulation and Goldman’s consumer-banking retreat reshaped the program.

Apple Card was designed to make credit feel like software: apply in the Wallet app, track spending in real time, earn Daily Cash and understand the cost of carrying a balance. But behind the Apple-branded interface was a three-party financial arrangement. Apple designed the product and customer experience, Goldman Sachs Bank USA issued the card and handled lending and servicing, and Mastercard supplied the payment network.

That division helped Apple launch a popular product without becoming a bank. It also created a difficult accountability problem. The Consumer Financial Protection Bureau (CFPB) later found failures involving dispute handling, credit reporting, unauthorized transactions and Apple Card Monthly Installments. Goldman subsequently agreed to transfer the program to Chase, with the transition expected to take approximately 24 months.

The short version

Apple Card was neither wholly an Apple product nor wholly a Goldman Sachs product. Apple controlled the brand, design, Wallet integration, advertising and much of the visible customer relationship. Goldman was the regulated issuer and lender: it evaluated applications, set credit limits and APRs, extended credit, serviced accounts and investigated qualifying disputes. Mastercard operated the payment network.

The partnership initially gave both companies something valuable. Apple gained a credit product deeply connected to the iPhone, Apple Pay and Wallet. Goldman gained instant access to a major consumer brand and a high-profile way to test its consumer-banking ambitions. But the arrangement also split critical workflows between Apple’s software and Goldman’s banking infrastructure. Regulators later concluded that the systems and processes behind the polished interface had not worked properly.

As of August 18, 2026, Goldman remains the existing issuer during the announced transition. Chase is the future issuer, not yet the issuer of every Apple Card account.

Why Apple entered credit cards

Apple Card extended Apple’s payments strategy beyond Apple Pay. A wallet lets customers use existing cards; Apple Card gave Apple a direct revolving-credit relationship inside the iPhone.

The original 2019 pitch emphasized simplicity and financial visibility. Customers could apply in Wallet, see transactions quickly, receive machine-learning-assisted spending categories, estimate interest costs before making a payment and receive Daily Cash. Apple also promoted no annual, late or foreign-transaction fees, privacy protections and integration with Apple Cash.

That did not make Apple a bank. It allowed the company to control the application flow, payment interface, rewards presentation, spending analytics and product presentation while relying on a regulated partner for the parts of credit-card operation that require banking infrastructure and legal compliance.

Apple Card Monthly Installments also connected credit directly to Apple hardware purchases. Instead of treating financing as a separate bank product, Apple could present installment choices during the purchase journey. The commercial logic was clear: make the iPhone and other Apple products easier to finance while making Wallet more central to everyday spending.

Why Goldman Sachs agreed

Goldman was historically known for institutional finance, not mass-market credit cards. Apple Card offered a shortcut into consumer finance. The bank could obtain a globally recognized consumer brand, Apple’s distribution through the iPhone and a highly visible test of its emerging consumer-banking strategy.

Goldman also appeared able to outsource much of the most visible customer experience to Apple. Apple would design the interface and attract customers; Goldman would provide the regulated credit and account infrastructure. The arrangement looked strategically complementary, but the bank still carried the core responsibilities of a card issuer.

According to the CFPB enforcement materials, Apple and Goldman entered an agreement to offer Apple Card in December 2017. Apple announced the product on March 25, 2019. It previewed the card to a limited group in early August, then made it available to all qualified U.S. customers on August 20, 2019.

Who was responsible for what?

Function Apple Goldman Sachs Mastercard
Brand, design and advertising Yes Partnership involvement No
Wallet application and customer interface Yes No No
Eligibility, underwriting and credit decisions No Yes No
Credit limits, APRs and lending No Yes No
Account servicing and dispute investigations Interface and intake workflows involved Yes Payment-network role where applicable
Merchant payment network No No Yes

Apple’s own support materials identify Goldman as the bank that made Apple Card credit decisions. Apple Payments Services LLC is a service provider, not a bank. This distinction mattered because the Apple branding made it easy for customers to assume Apple controlled every decision.

The launch deadline and unfinished machinery

The central operational problem was not that the interface looked unfinished. It was that a regulated servicing function allegedly was not ready. The CFPB’s Goldman consent order says Goldman’s board was warned on August 16, 2019—four days before the broad launch—that the dispute system was not fully ready because of technological problems.

Dispute handling is not a cosmetic support feature. Credit-card rules require issuers to acknowledge certain billing-error notices, investigate qualifying claims, provide appropriate resolutions and handle credit reporting correctly while a dispute is pending. If an app accepts a complaint but the bank does not receive or process it properly, the software handoff can become a consumer-protection failure.

That is what made the launch model vulnerable: Apple owned an important front door, while Goldman owned the regulated back office. Customers experienced one Apple Card, but the companies operated different parts of it.

The gender-bias controversy was a separate issue

In November 2019, social-media allegations claimed that women were receiving lower Apple Card credit limits than men. The controversy became a reputational problem for Apple even though Apple said Goldman made eligibility and credit decisions.

New York’s Department of Financial Services investigated the underwriting process and reviewed data involving approximately 400,000 New York applicants, along with records, interviews and company responses. Its March 2021 report did not find evidence of unlawful discrimination under fair-lending law.

That conclusion should not be overstated in either direction. It did not establish that every individual credit-limit decision felt fair, and it did not prove that the public complaints were meaningless. It meant that the investigation did not find unlawful discrimination under the applicable fair-lending framework. Individual applicants can also receive different outcomes because underwriting evaluates each person’s credit profile, income, obligations and application—not simply household finances.

The episode showed the reputational risk of the structure. Apple owned the trusted consumer-facing experience, while Goldman made the regulated credit decisions. Customers naturally associated the outcome with Apple, even when the bank was legally responsible for underwriting.

Expansion made the partnership more complex

Apple Card grew beyond a basic digital credit card. Apple introduced Apple Card Family in April 2021, allowing participants to share an account and, where they opted into reporting, build credit through the account’s payment history and utilization. Apple also connected the card to Apple Cash, Apple Card Monthly Installments and a Goldman-provided savings account.

Apple later said that Apple Card had more than 12 million cardholders by January 2024. It also reported more than 1 million people sharing accounts through Apple Card Family and nearly 600,000 users building credit equally with a spouse, partner or another trusted adult. Those are Apple-reported figures, not an independent measure of financial performance.

Apple and Goldman also ranked first in the U.S. midsize credit-card segment in J.D. Power studies in 2021 and 2022. Survey success and adoption can coexist with serious compliance problems. A product may be easy to use and popular while its exception-handling systems fail when something goes wrong.

What the CFPB found in 2024

On October 23, 2024, the CFPB announced separate enforcement actions against Apple and Goldman. The combined public figure was more than $89 million, but the components are important because the agencies’ findings were not identical.

Findings involving Apple

The CFPB said Apple failed to send tens of thousands of consumer disputes to Goldman for investigation and mishandled parts of the transaction-dispute process. It also said Apple violated consumer-finance law in connection with Apple Card Monthly Installments enrollment practices.

Apple’s consent order required a $25 million civil penalty. The finding was not that every Apple Card dispute was mishandled or that the entire product was unlawful. It concerned specific processes and practices described in the order.

Findings involving Goldman

The CFPB said Goldman failed to send required acknowledgment notices and resolution letters on time, failed to conduct reasonable investigations of qualifying billing-error claims, reported disputed amounts to credit bureaus before completing required investigations and held consumers liable for unauthorized-use claims before completing reasonable investigations.

Goldman’s order required $19.8 million in consumer redress and a $45 million civil penalty. The distinction matters: consumer redress is money directed to eligible affected consumers, while a civil penalty is paid as a regulatory sanction.

The CFPB’s prepared remarks described the case as evidence that key systems were not ready and that Apple failed to transmit tens of thousands of disputes. The regulator’s broader message was that responsibility could not be divided cleanly between an Apple interface and a Goldman bank. If Apple’s software determined whether a dispute reached Goldman, that handoff was part of the regulated operation. If Goldman received the dispute, it still had to perform its issuer obligations.

Why Goldman wanted to leave

Apple Card became the most visible symbol of Goldman’s consumer-banking experiment, but it should not be treated as the sole cause of Goldman’s consumer-business losses. The bank’s retreat reflected the broader economics and regulatory burden of consumer finance.

Mass-market credit cards require substantial investment in underwriting, servicing, fraud controls, customer support, compliance systems and regulatory reporting. Credit losses and capital requirements can reduce the value of a large customer base. A bank may obtain powerful distribution through a technology partner and still find that the underlying business is expensive to operate.

The partnership also placed Goldman in an awkward position. Apple controlled much of the customer relationship and product presentation, but Goldman carried the responsibilities of the issuer. When a customer encountered a dispute or credit-reporting problem, the division of responsibility could be invisible to the customer and costly for the bank.

What changed in 2025?

The CFPB’s Apple enforcement page says the Bureau terminated Apple’s consent order on September 22, 2025, waived alleged noncompliance under that order and confirmed that Apple had paid the required $25 million civil penalty.

That administrative development does not erase the CFPB’s original findings or establish that every Apple Card servicing issue disappeared. It is also not the same as saying that all proceedings involving Goldman were terminated.

Chase is the announced successor issuer

On January 7, 2026, Apple and Chase announced that Chase would become the new issuer of Apple Card. The companies said the transition was expected to take approximately 24 months. Mastercard is expected to remain the payment network.

For current users, the practical point is timing. Apple says users can continue using Apple Card normally during the transition. The existing card remains Goldman-issued until the transition occurs, unless Apple or Chase provides a different account-specific update. Apple Card continues to advertise features including up to 3% Daily Cash, Wallet spending tools, Apple Card Family, Savings access and Apple Card Monthly Installments, subject to applicable terms.

What should not be assumed is equally important. Future Chase-issued terms, APRs, underwriting, rewards details, dispute procedures and servicing arrangements should not be treated as settled unless Apple or Chase publishes them. A future issuer change does not automatically mean that an existing account has already moved, nor does applying for another Chase card guarantee Apple Card approval or special treatment.

Apple Card is available only to qualifying applicants in the United States. It also does not become cost-free merely because Apple advertises no annual or late fees: interest can apply to unpaid balances, and APR varies by creditworthiness. Apple’s January 2026 disclosure listed variable APRs from 17.49% to 27.74% as of January 1, 2026.

The larger lesson

Apple Card demonstrates both the strength and the weakness of technology-finance partnerships. Apple could make a complicated product feel unusually simple, integrate it with hardware and software people already used, and attract millions of customers. Goldman could supply regulated lending infrastructure without building the entire consumer-facing experience from scratch.

But a seamless interface does not create seamless accountability. A dispute can begin in an Apple-designed workflow, require investigation by Goldman and involve payment-network processes connected to Mastercard. A customer sees one card; compliance responsibility is distributed across organizations.

The partnership therefore did not simply fail because a bank made mistakes or because Apple moved too quickly. Its deeper problem was organizational design. The product’s strongest promise—making finance feel as integrated and effortless as an Apple service—also made it harder for customers to see which company controlled a decision and harder to separate software failures from banking failures.
