What the $6.6 billion figure includes
The announced total is not a $6.6 billion Navy payment. Anduril says it plans to invest $3.7 billion to establish its facility, workforce, technology and production capabilities. Separately, the Navy contract has a ceiling of up to $2.9 billion, with payment tied to production outcomes. The contract’s maximum value should not be read as an unconditional upfront award. What Anduril plans to make
The proposed Arsenal-2 facility is planned for Sparrows Point in Baltimore County, Maryland, and is intended to supply components for Virginia-class submarines. Production is expected to begin with torpedo tubes. USNI News reports that Anduril hopes to expand over time into submarine modules and eventually hull sections. That would make the company a supplier to the existing lead shipbuilders, General Dynamics Electric Boat and HII’s Newport News Shipbuilding, rather than a builder of entire submarines. (USNI News)
An Anduril representative told USNI News: “Anduril is not going to be producing entire submarines. That’s not our role. Our goal here is to be a critical and hopefully over time, much larger and growing part of the supply chain for our lead shipbuilders.”

When production is expected to start
Anduril expects the Maryland facility to be ready for production in 2030. In the nearer term, the company says torpedo-tube prototypes have begun at a California facility, where production is expected to start two years before the Maryland site, according to USNI News. The report attributes the California site’s SUBSAFE certification to an Anduril spokesperson; it is not presented here as an independently stated Navy finding. (USNI News)
What the projected jobs and capacity numbers mean
The employment and capacity figures announced for Arsenal-2 are forecasts, not results already achieved. A senior Trump administration official said in 2026 that the project could add 9 million labor hours annually, an amount associated with an estimated 15 percent increase for the Virginia-class program. Anduril and event reporting put expected direct employment at 3,100 jobs at full operation; the company estimates another 11,000 indirect jobs. AP reported several thousand more indirect jobs being supported, but the precise 11,000 figure is Anduril’s estimate. (AP; USNI News)

Why the Navy wants more submarine-industry capacity
The Navy says it needs to deliver one Columbia-class ballistic missile submarine and two Virginia-class attack submarines each year while sustaining the existing fleet. Its Submarine Industrial Base Program Office describes work spanning suppliers, advanced manufacturing and workforce development. Submarine parts are not ordinary industrial components that can necessarily be sourced from interchangeable commercial suppliers. Bryan Clark, a Hudson Institute naval analyst and former submariner, told USNI News that submarine parts are highly regulated and that supply chains are tight, making it difficult to substitute commercial alternatives for some SUBSAFE or nuclear-related parts. Those are Clark’s assessments, not a Navy determination, but they underscore why new production depends on qualification, certification and supplier constraints as well as building a facility.
