Western Australia’s Metro Inner-North Joint Development Assessment Panel approved AMB Holdings Pty Ltd’s proposed mixed-use development at 126 Railway Street, Cottesloe, on 31 August 2023. The approval set conditions, including a minimum of 12 on-site car bays. It confirms planning approval for the proposal—not that construction was completed. The Town of Cottesloe’s register continues to list the application as determined on that date.
What the approved Cottesloe development proposed
The application, recorded as DAP/23/02456, was for a mixed office and residential development at Lot 26, 126 Railway Street. The Town of Cottesloe’s official DAP minutes identify AMB Holdings Pty Ltd as the owner and record the approval under Local Planning Scheme No. 3, subject to conditions.
PerthNow’s contemporaneous report described the $20 million proposal as a three-storey scheme, with offices, external terraces and a two-storey, four-bedroom apartment with a rooftop terrace. It also reported basement parking and a private gym and sauna. These are features of the proposal as reported in September 2023, not confirmation that they were built.
The site was reported to be about 150 metres from Swanbourne train station. PerthNow also recounted a planning history in which the site was rezoned from R20 to R60 in 2017, a nine-dwelling-and-office proposal was approved in 2019, and a 2021 change reducing the multiple dwellings to four was approved before that earlier project failed to proceed. That history is as reported by PerthNow, rather than independently established here from the underlying decisions.

What the approval required
The panel’s decision was conditional. Among the requirements in the official minutes were:
- At least 12 on-site car bays, along with end-of-trip facilities and bicycle parking.
- Details of delivery and loading arrangements.
- A policy intended to reduce vehicle use.
- Landscaping and stormwater retention where the conditions allow.
- Screening or integration of plant and equipment.
The amended decision also includes an advice note requiring written Town of Cottesloe approval before a building permit is issued for private infrastructure over public land. The minutes are the primary record of the decision and its conditions.

Why the roof projection and overshadowing drew attention
PerthNow reported that the proposed timber roof structure would project about three metres over Railway Street. In its account of the Town’s assessment, the solid projection raised concerns about the streetscape, the precedent of building beyond lot boundaries and possible changes to power lines. PerthNow also reported that legal advice called for local-government sign-off for infrastructure over public land; the final approval’s advice note sets out the written-approval requirement.
The same report said the Town assessment expected overshadowing to exceed provisions by about 5 per cent. Most of the shadow was expected to fall on a neighbouring roof and driveway rather than outdoor areas. That is a project-specific figure reported by PerthNow, not a general measure of planning impacts.

What was claimed about Living Building Challenge certification
In a written planning submission, Stephen Allerding, director of Allerding & Associates, said the project would, if approved, be the first in Western Australia and second in Australia to be fully certified under the Living Building Challenge. PerthNow reproduced that ambition, but neither its report nor the approval record establishes that certification was later achieved.
“The reason this is significant is because this is the most stringent and complete global standard for the assessment of sustainable projects internationally,” he said.

PerthNow also reproduced this description from the submission: “The development is a landmark building of elegant proportions, and its significance will be measured both by its design aesthetic as well as its contribution and encouragement as a benchmark to sustainable projects in WA”. These are statements by the project’s planning representative, not independent findings about the design or its eventual certification.

The available approval and reporting records establish the planning decision, but do not establish whether the development was subsequently built, completed, amended or certified.
