Amazon’s 2025 settlement with the Federal Trade Commission totals $2.5 billion: a $1 billion civil penalty and up to $1.5 billion in consumer redress. The case resolved the FTC’s allegations that Amazon used confusing Prime sign-up practices and made online cancellation difficult; it was a settlement, not a trial verdict. Under a revised refund program announced in September 2026, eligible U.S. customers may receive up to $200 in total, but the amount and timing are not guaranteed for every person.
What was the FTC lawsuit about?
In FTC v. Amazon.com, Inc., case 2:23-cv-0932 in the U.S. District Court for the Western District of Washington, the FTC alleged that Amazon enrolled tens of millions of consumers in automatically renewing Prime subscriptions without informed consent and made cancellation unnecessarily difficult. The FTC described the challenged design choices as “dark patterns.” These are allegations resolved through a settlement, not findings after a trial. The FTC said its case concerned enrollment flows that could steer consumers toward Prime and away from declining, along with obstacles in the online cancellation process. The agency estimated that 35 million consumers were affected by unwanted enrollment or deferred cancellation. That is an FTC estimate of affected consumers, not a count of refund recipients or a promise of equal payments.
What does the $2.5 billion settlement include?

The figures are the FTC’s description of the settlement announced in September 2025. The $1.5 billion redress figure is a ceiling for consumer relief, not a per-customer payment. The revised program announced in 2026 set a maximum total payment of $200 for an eligible consumer.

Who may qualify for an Amazon Prime settlement refund?
The FTC’s current refund page says a person may qualify if they were a U.S. Prime customer and meet the program’s criteria. In broad terms, the criteria cover people who used a challenged Prime sign-up flow or tried unsuccessfully to cancel online during the covered period, June 23, 2019 through June 23, 2025, and who used no more than 20 Prime benefits in any 12-month period after enrolling. The revised program expanded eligibility to include additional consumers in the 11-to-20-benefit range.

How are refunds being paid, and when?
The FTC reported that Amazon had issued more than $845 million in redress by September 2026. Under the revised order, future redress is to be paid electronically through Venmo or PayPal, or by mailed check, without requiring a new claim or paperwork for those future payments.
The FTC said a later supplemental round could bring some people who received an earlier payment to a total of up to $200, with that round potentially beginning by April 2027. This is an announced schedule, not a guarantee that every eligible customer will receive $200 or a payment by that date. What must Amazon change about Prime enrollment and cancellation?
The court-approved settlement requires changes to the way customers are offered Prime and how they can leave it. The FTC says Amazon must provide a clear way to decline Prime, make important terms such as price and automatic renewal conspicuous, and offer an easy cancellation method available through the same method used to sign up. The settlement announcement quotes the required “clear and conspicuous button for customers to decline Prime.”
The practical distinction is between presenting the subscription’s terms and a genuine decline option clearly, and making customers navigate unnecessary friction to avoid or end a recurring charge. These are requirements of the settlement order; they do not establish that every current Prime flow is confusing or that every cancellation attempt will be difficult.

How to avoid refund scams
The FTC says it is not contacting people about these refunds. Neither the FTC nor Amazon will ask for money to obtain a refund. Unexpected calls or texts claiming that a fee, payment, or intermediary is needed to secure a refund are warning signs; do not pay or share sensitive information in response.
- Use the FTC’s official refund page to check current eligibility and payment information.
- Do not pay anyone who promises guaranteed access to a settlement refund.
- Treat unexpected messages claiming to come from the FTC or Amazon with caution, and do not use links in them to provide financial details.
