Amazon’s $2.5 billion settlement with the Federal Trade Commission is real, but it does not mean every Prime customer gets $51. The agreement resolves the FTC’s lawsuit over alleged deceptive Prime enrollment and cancellation practices. It includes $1.5 billion for eligible consumer refunds and a separate $1 billion civil penalty paid to the federal government.
Automatic refunds were sent in November and December 2025. Amazon began sending claim notices to other potentially eligible customers in January 2026, and the FTC says claims-process payments are expected in late 2026.
What the Amazon Prime settlement covers
The federal court entered the stipulated final order on September 25, 2025. This was an FTC enforcement case, not a private class action.

The $1.5 billion is not divided equally among all Prime members. Refunds depend on the customer’s enrollment or cancellation experience, Prime usage, qualifying fees and the terms of the court order. Individual payments are generally capped at $51, and a payment can be lower than that amount.

The FTC estimated that approximately 35 million consumers may have been affected by unwanted enrollment or deferred cancellation. That estimate does not mean all of those people qualify for a payment.
Why the FTC sued Amazon
The FTC sued Amazon on June 21, 2023, alleging that the company:
- Enrolled consumers in automatically renewing Prime memberships without adequate consent or disclosure.
- Used manipulative interface designs, commonly called dark patterns.
- Made the cancellation process unnecessarily difficult.
- Designed parts of the cancellation flow to discourage customers from ending Prime.
These were allegations in the FTC’s complaint, so they should not be treated as findings that every customer was deceived. However, before the settlement, the court granted the FTC partial summary judgment on important legal issues. The court found, among other things, that Prime was subject to the Restore Online Shoppers’ Confidence Act and that Amazon obtained billing information before disclosing all material subscription terms.
The settlement order states that Amazon and the other defendants neither admitted nor denied the complaint’s allegations. The case therefore was not decided by a trial verdict.

Who may qualify for a refund?
According to the FTC’s refund guidance, an applicant generally must meet all of these conditions:
- Be a U.S. Amazon Prime customer.
- Have enrolled through a challenged enrollment flow, or attempted to cancel through the online cancellation flow but been unable to do so, between June 23, 2019, and June 23, 2025.
- Meet the applicable Prime-benefit usage limit.
The challenged enrollment flows include the:
- Universal Prime decision page.
- Shipping selection page.
- Single-page checkout.
- Prime Video enrollment flow.
You do not need to determine which of these enrollment flows you used. Amazon is responsible for analyzing that issue.

The Prime-benefit limits
The automatic-refund category generally covers customers who used no more than three Prime benefits in any 12-month period after enrollment.
The court-approved claims process can cover some customers who used up to 10 Prime benefits in a 12-month period, provided they meet the order’s other requirements. Using more than three benefits may therefore exclude you from an automatic refund without necessarily excluding you from the claims process.

Simply having a Prime membership during the relevant period is not enough to establish eligibility.
How much is the refund?
The maximum refund is generally up to $51. That wording matters: $51 is a ceiling, not a guaranteed payment.
The court order provides two principal calculations:
- For qualifying unintentional enrollment, the customer may receive qualifying Prime membership fees paid during the relevant subscription period, up to $51.
- For an unsuccessful cancellation attempt, the customer may receive qualifying Prime fees paid after the first unsuccessful cancellation attempt, up to $51.
A customer who paid less than $51 in qualifying fees may receive less. The refund also is not necessarily a refund of every Prime fee ever paid.

If the available consumer-redress funds are insufficient to pay all valid claims at their calculated amounts, payments may be reduced on a pro rata basis. In practical terms, eligible claimants could receive a proportionally smaller payment.

Automatic refunds versus claims-process refunds
Automatic refunds
Automatic payments were intended for customers who enrolled through a challenged enrollment flow and used no more than three Prime benefits in any 12-month period after enrollment.
No claim form was required for this group. The order required the automatic payments within 90 days after entry of the order. The FTC says these payments were sent in November and December 2025.
Claims-process refunds
The claims process is for potentially eligible customers who did not receive an automatic payment. This can include people who believe they were unintentionally enrolled, people who tried unsuccessfully to cancel Prime, and some customers who used no more than 10 Prime benefits in the relevant 12-month period.
Amazon began sending claim notices by email or mail in January 2026. The notice contains the instructions for filing. Under the court order, a claimant may have up to 180 days after receiving the claim form to submit it. Follow the deadline stated in your own notice.
If you received a notice, describe your enrollment or cancellation experience accurately. Do not claim that you attempted to cancel if you did not, and do not assume that receiving a notice guarantees approval.

When will claims payments arrive?
The FTC says claims-process payments are expected in late 2026. As of the FTC’s current refund guidance, no exact mailing date has been announced.
Payments may be delivered by:
- Check
- PayPal
- Venmo
A PayPal or Venmo account is not required for everyone because check is also listed as an option. Use the payment-selection instructions in an official claim notice.
How to avoid Amazon Prime refund scams
The settlement creates a strong phishing opportunity because consumers are expecting money. Fake messages may use Amazon, FTC, PayPal or Venmo logos and may claim that a payment is waiting.
- The FTC is not contacting people directly about these refunds.
- The FTC and Amazon will not ask you to pay a fee to receive a refund.
- Do not give personal or financial information to someone promising guaranteed access or a special payment.
Do not enter payment credentials through an unsolicited link. Instead, open the FTC’s official refund page yourself and use the settlement information linked there:
The FTC also provides consumer-facing guidance at Consumer Advice. Report suspicious contacts through the FTC’s fraud-reporting system.
A request for a processing fee, a caller claiming to be an FTC refund agent, or a demand for urgent payment information is a major scam warning. Reach the official settlement website through the FTC page rather than trusting a link in an unexpected email or text.

What changes must Amazon make?
In addition to the monetary terms, the settlement requires changes to how Amazon presents and manages Prime enrollment and cancellation. The order requires Amazon to:
- Provide a clear option to decline Prime.
- Avoid disguising the decision not to enroll with wording such as “No, I don’t want free shipping.”
- Clearly disclose the price, charge date, billing frequency, automatic renewal and cancellation procedures.
- Make cancellation available through the same method used for enrollment.
- Ensure that cancellation is not difficult, costly or time-consuming.
- Remove certain confusing or double-stacked sign-up buttons.
- Use wording such as “Join Prime” where appropriate.
- Clearly indicate that the membership automatically renews.
These requirements address the enrollment and cancellation practices challenged by the FTC. They do not turn every past Prime charge into a refundable charge.
What Amazon said
Amazon said that it and its executives had always followed the law. The company said the settlement allowed it to move forward and maintained that it works to make signing up for and canceling Prime clear and simple.

Settlement timeline
- June 21, 2023: The FTC filed its original lawsuit.
- September 17, 2025: The court granted the FTC partial summary judgment on several legal issues.
- September 25, 2025: The court entered the stipulated final order approving the settlement.
- November–December 2025: Automatic refunds were sent.
- January 2026: Claims notices began going to potentially eligible customers who did not receive automatic refunds.
- Late 2026: The FTC’s current estimate for claims-process payments.
Amazon was required to deposit the $1.5 billion consumer fund within 30 days of the order’s entry. The court order also required the settlement program to be completed within 16 months of entry, subject to the order’s terms and administration.

The settlement is legitimate, but three common assumptions are wrong:
- It is not true that every Prime customer qualifies.
- It is not true that every eligible customer receives $51.
- It is not true that the FTC will call or email you personally to arrange payment.
If you received an automatic payment in late 2025, no further claim is generally needed for that payment. If you received a claim notice in 2026, use the instructions and deadline in that notice, and verify the information through the FTC’s official refund page. If you did not receive a notice, avoid third parties promising to unlock a payment for a fee.
