On June 19, 2024, Amazon said it had won four first-instance civil cases in Shenzhen and Shanghai against providers of services used to manipulate orders, rankings and reviews. The reported rulings found unfair competition and ordered the defendants to stop the services, publish statements to mitigate their effects and pay compensation. But the cases were still in second-instance proceedings, according to the contemporaneous report—so the announcement was not proof of four final, unappealable judgments. Amazon also described four separate criminal investigations in China; arrests reported in those cases were not convictions.
What Amazon announced in China
The June 19, 2024 announcement concerned businesses that allegedly sold services for “刷单炒信” (shuā dān chǎo xìn), a Chinese phrase covering both fabricated or manipulated transactions and the manufacture of favorable marketplace reputation. The term is broader than “fake reviews”: the reported practices included influencing search position, generating purchases and reviews, encouraging positive feedback, and suppressing negative feedback. The contemporaneous report described four civil cases in Shenzhen and Shanghai.

This was not an announcement that Amazon had banned Chinese sellers as a group. The reported civil defendants were service providers and broker networks. The report did not establish that every seller who used such services was a defendant, or that every China-based seller was involved.
What the civil cases involved
The report described a range of services, rather than one uniform method. Offerings included “ranking optimization,” “pull-down promotion” (a label the report did not define precisely), merging international reviews, product reviews and videos, coaching customers to leave positive reviews, and controlling flash-sale activity.

Examples of the alleged methods included manipulating buyer accounts and directing sellers to use overseas social media to generate purchases and reviews. Some services reportedly offered a free warranty or gift in exchange for customers visiting a seller’s website or scanning a QR code before submitting favorable feedback. These examples illustrate why the phrase “fake orders” should not be taken to mean that every transaction was wholly fictitious: the reported conduct also included incentivized or coordinated activity around real purchases.
What the courts reportedly ordered
According to the June 19 report, first-instance courts found the services to constitute unfair competition. They ordered the defendants to stop providing the services, publish statements intended to eliminate or mitigate the effects, and compensate Amazon for related losses. The reporting does not give the full judgments, all defendants’ names, case numbers or exact compensation amounts, so those details cannot be stated here as independently verified terms of each order.
Why “won four lawsuits” needs a qualification
The same report said all four civil cases were in second-instance proceedings. The accurate description is that Amazon reported four first-instance victories, with appeals pending at that time. The available information does not establish whether or how each appeal later concluded. The announcement therefore should not be described as four final judgments, criminal convictions or a definitive nationwide legal precedent.

How manipulation can distort a listing
Across the practices described in the report, the basic risk is that coordinated activity makes a product appear more popular or better regarded than genuine customer experience would indicate. A broker may recruit or control accounts, coordinate searches or purchases, arrange reviews or videos, or offer incentives for positive feedback. Other services may target competitors through negative reviews or help sellers remove unfavorable feedback. The details differ by service; this is a synthesis of the reported practices, not a reconstruction of any single defendant’s operation.
The resulting signals can affect what shoppers see and how they judge a product: apparent demand, search visibility, average ratings and the balance of favorable and critical feedback. Those signals also matter to sellers competing for attention. Manipulation can therefore harm customers as well as competing merchants, even when a review or transaction looks plausible in isolation.
The criminal investigations were a separate track
Amazon said it had supported four criminal investigations in Shandong, Ningxia, Fujian and Jiangxi. The reported allegations included hiring online “water armies” (paid reviewers or coordinated online posters), posting paid positive or negative reviews, and deleting sellers’ negative reviews for money. The June 19 report said more than 20 people had been arrested, while the cases remained under investigation.

Those investigations were distinct from the civil unfair-competition lawsuits in Shenzhen and Shanghai. An arrest is not a conviction, and the report does not say the criminal cases produced the four civil rulings.
How broad the China campaign was—and what it was not
The June 19 report said Amazon had sued 14 groups of fake-order and review service providers in China since 2023. That is Amazon’s reported count, not an independently audited total. It describes a campaign against alleged service providers; it does not show that all of those cases had the same status or outcome as the four first-instance victories.

Amazon’s 2021 action against Chinese brands and merchant accounts is separate historical background. Caixin reported at the time that Amazon removed 600 Chinese brands and closed 3,000 merchant accounts over fake-review violations. Those figures do not describe the four civil cases announced in 2024.

How the cases fit Amazon’s global enforcement program
Amazon says its first lawsuit against fake-review brokers was filed in 2015. It describes using machine-learning systems, investigators and fraud-detection tools, alongside legal action and account enforcement. The company’s public figures are self-reported and should be read as Amazon’s account of its own activity, not as an independent audit.

Amazon’s examples of abuse extend beyond product reviews: they include free products or refunds offered for five-star ratings, fake “Amazon Customer Verified” reviews, paid negative reviews against competitors, manipulated customer questions and answers, purchased helpful votes or downvotes, and seller accounts created or sold using fraudulent documentation. Amazon also says brokers operate through websites, encrypted messaging and social-media groups. Its 2023 report cited review offers priced from $7.99 to thousands of dollars in specific U.S.-filed cases; those examples are not prices for the Chinese services in the 2024 cases.

A service that promises guaranteed reviews, ranking gains through coordinated purchases, paid review removal, or access to buyer accounts can create risks well beyond losing the review itself. Amazon says enforcement may include removing review privileges, suspending selling privileges, blocking accounts, withholding or forfeiting payments, and litigation. The applicable consequence depends on the conduct and Amazon’s action; the China lawsuits do not establish that every seller using a third party was sanctioned.

- Be wary of agencies promising a particular star rating, review volume, ranking position or removal of critical feedback.
- Do not exchange gifts, refunds or other benefits for favorable reviews, or direct customers to off-platform routes designed to secure positive feedback.
- Keep records of marketing, customer-service and review-request practices, especially when using an outside agency.
- For an account notice or enforcement action, use Amazon’s official seller channels and preserve relevant records. A consultant can help organize a response, but no outside provider can guarantee reinstatement.
For sellers, the financial exposure can include lost sales while a listing or account is impaired, disrupted access to funds, and the cost of responding to enforcement or litigation. Those are possible business consequences, not a claim that each occurred in the four reported cases.
What shoppers should—and should not—conclude
Review manipulation can distort shoppers’ estimates of product quality, reliability and popularity, and can unfairly damage competitors. Amazon’s enforcement is intended to reduce that distortion, but the existence of a crackdown does not establish that every review left online is genuine or that every suspicious review has been detected.
- Read critical and mixed reviews as well as the overall rating, and look for recurring complaints about the same defect.
- Favor reviews that describe specific use, fit, compatibility, durability or failure details over generic praise.
- Be cautious if many reviews appear in a sudden burst or use unusually similar wording; those patterns are warning signs, not proof of fraud.
- Compare product claims with the manufacturer’s specifications, and use traceable brands and retailers for safety-critical purchases.
What remains unknown
The June 19, 2024 report does not provide all defendants’ identities, case numbers, complete judgment texts, exact damages, or a full list of affected sellers and listings. It also said the four civil cases were in appeal proceedings, but the reporting cited here does not establish their later outcomes. Amazon’s global enforcement totals are company-reported figures. These limits matter: they prevent treating the announcement as a complete account of who was liable, what each party paid, or how much review manipulation remains on the marketplace.
