What Amazon’s layoff and H-1B numbers show
The Associated Press reported that Amazon announced about 14,000 corporate job cuts in October 2025 and another 16,000 in January 2026. AP said affected U.S.-based staff would have 90 days to seek an internal role. These are announced corporate cuts; the figures do not identify visa status for each worker or show that a particular immigration policy caused a layoff.
Amazon also appears prominently in reporting on H-1B approvals, but the published totals differ. They should be read as attributed counts, not combined into one definitive figure:

The Brookings and Senate figures for FY2025 are not the same. Without consistent definitions and underlying data, they should remain separately attributed rather than averaged or treated as interchangeable. An approval count also does not tell readers how many people were working at Amazon at the time of the layoffs, whether the approvals were for new hires or continued employment, or whether a visa holder filled a role left vacant by a U.S. worker.
Could the policy reshape the U.S. job market?
It could alter decisions at covered firms if employers change how they sponsor workers for permanent residence, but the cited coverage does not demonstrate that broader effect. A plausible concern is that limits on a green-card pathway could make some jobs less attractive to workers seeking long-term U.S. residence, or lead employers to adjust recruitment and retention plans. There are competing pressures. Vice President JD Vance, quoted by Axios, said: “We want you to continue to grow and to employ a lot of people, but we want you to employ American workers.” Meanwhile, technology companies are making hiring choices amid other shifts: Pareekh Jain, CEO of Pareekh Consulting, told Computerworld, “AI investments are changing company hiring strategy.” That context makes it especially difficult to attribute company layoffs or hiring changes to one immigration action.
For workers, employers and job seekers, the key evidence to watch is what covered firms do next: whether they pause or change PERM sponsorship, how they handle affected applications, and whether staffing changes can be linked to the policy rather than to other business decisions. Until those outcomes are documented, “could reshape” is a forecast, not a proven description of the U.S. labor market.

Do not conflate the PERM action with the $100,000 H-1B fee
The October PERM action is separate from the $100,000 H-1B fee reported earlier. The Associated Press reported that a federal judge struck down that fee in June 2026. The available reporting does not establish the fee’s subsequent appeal or stay status, so it should not be presented as the rule governing the October action.
