Amazon Flex denied the allegations. The total includes settlement payments and PSST credits for 10,968 workers, plus $20,000 in fines to the city.
What did Amazon Flex settle with Seattle over?
The city alleged that Amazon Flex treated workers delivering for food or grocery business lines differently from workers making package deliveries from Amazon warehouses. According to Seattle OLS, food and grocery delivery workers received certain premium pay and PSST protections, while workers outside those business lines did not.
These are allegations resolved by agreement, not an admission of liability. Amazon Flex denied the allegations, and the city announcement does not say the company admitted wrongdoing. Seattle OLS’s December 3, 2025 announcement describes the investigation and terms.
What protections did the city say were missing?
OLS identified claims under three Seattle ordinances. The alleged issues and time periods differed:

OLS said the Gig Worker Premium Pay and Gig Worker PSST ordinances were temporary measures adopted during the COVID-19 civil emergency and were no longer in effect after the mayor’s emergency order ended on October 31, 2022. The agency said the App-Based Worker PSST Ordinance applied to food delivery network companies from May 1, 2023 through January 12, 2024, then expanded on January 13, 2024 to app-based workers providing services for a network company that engages more than 250 workers. The settlement announcement describes the agency’s account of the ordinance history; it is not a substitute for reviewing the current ordinance text or getting legal advice about a specific worker’s rights.
How much is the settlement, and who receives it?
The $3,777,924.10 figure is the total resolution reported by OLS, not an individual payment amount. It consists of settlement payments and PSST credits for 10,968 affected workers, plus $20,000 in fines paid to the City of Seattle. OLS did not publish a per-worker allocation in its announcement, so the total should not be divided by the worker count to estimate an individual award.

The agency called the resolution the second-largest settlement in its history. That ranking is OLS’s characterization in the announcement, rather than an independently calculated comparison. The city’s resolved-investigation listing also reports the settlement total, worker count and fine.

In its December 3, 2025 announcement, OLS said affected workers could expect settlement payments to start around January 1, 2026. The announcement does not confirm that payments or PSST credits were ultimately completed, nor does it provide recipient-level payment details. Anyone seeking an individual status or amount should rely on a direct notice or a later official update rather than assume that the announced start date confirms receipt.

What the city and worker advocates said
Mayor Bruce Harrell said, “These workers remain a valued part of our workforce today and deserve fair pay and protections.” OLS Director Steven Marchese described it as “the second largest in OLS history,” calling the settlement evidence of the effectiveness of gig-worker protections adopted during the COVID-19 emergency. Working Washington Executive Director Danielle Alvarado said the settlement demonstrated the importance of organizing and enforcement. These are the speakers’ views on the settlement, distinct from the city’s allegations and Amazon Flex’s denial.
