Amaravati and the World Bank: What Happened in 2019—and What Changed in 2024

The 2019 Amaravati project ended after India withdrew its financing request—not a unilateral World Bank pullout. A distinct $800 million program was approved in 2024.

No: the World Bank did not unilaterally pull out of all Amaravati financing in 2019. The Government of India withdrew its request for an earlier project after Andhra Pradesh’s priorities changed. A separate World Bank-backed Amaravati program was approved in December 2024. The record also documents environmental and social risks and complaints, but does not establish that the YSR Congress government uncovered specific environmental violations.

Did the World Bank pull out of Amaravati?

The World Bank’s later assessment says the earlier Amaravati Sustainable Infrastructure and Institutional Development Project was prepared during 2016–18 and dropped after the Government of India requested it, citing changed priorities in Andhra Pradesh. The Bank’s record, as summarized in that assessment, says India formally withdrew its financing request in July 2019. That is different from a unilateral cancellation by the Bank. What concerns were raised about the earlier project?

Complaints and Inspection Panel review

During preparation, the World Bank Inspection Panel received requests alleging that land pooling could harm livelihoods, the environment and food security, and that consultation was inadequate. After site visits and stakeholder engagement, the Panel recommended an investigation. The recommendation was deferred while project management pursued mitigation and design changes. In March 2019, the Panel still recommended investigation because of unresolved due-diligence and design concerns, particularly livelihood restoration and the risks of a large transition from rural to urban land use.

After India withdrew its financing request, the Panel recommended that no investigation proceed because the project was no longer under Bank consideration. The Board approved that recommendation in July 2019. The absence of an investigation is not a finding that the allegations were false or that every safeguard requirement had been met. Environmental and social risks

The assessment for the earlier project identified conversion of agricultural land to non-agricultural use, flood risks near seasonal watercourses and risks linked to an influx of workers. Assessments for road and flood-mitigation works also considered dust and noise from construction, water and wastewater management, erosion, extreme rainfall and climate adaptation. These are issues assessed as risks; listing a risk does not establish that the harm occurred.

APCRDA’s executive summary describes historical measures for landless workers and livelihoods, and notes concerns raised through the Panel process about livelihood restoration and the rural-to-urban transition. It identifies 21,374 landless-laborer households in the earlier land-pooling context and discusses mitigation. That figure is not a measure of households harmed. The summary also says the capital city had environmental clearance secured in 2015, then described as valid until 2026 subject to possible extensions; that dated statement does not confirm the clearance’s status after 2026. What the documents do not establish

The reviewed World Bank and APCRDA documents record complaints, risk assessments, safeguards and Panel concerns. They do not verify the claim that the YSR Congress government uncovered specific environmental violations. Nor do they provide a statistic that independently establishes environmental damage or a verified statement from a YSR Congress official describing such a discovery. Those claims should not be treated as established facts on the basis of these documents.

How the 2024 World Bank program differs

The World Bank Board approved the separate Amaravati Integrated Urban Development Program on December 19, 2024; the Bank announced the approval on December 20. The Government of India requested the financing, which is to be availed in Japanese yen. The Bank describes the loan as having a 29-year final maturity, including a six-year grace period. The new approval does not make the earlier project continuous, nor does it resolve the complaints raised about that project. World Bank approval announcement

It describes environmental management plans and safeguards, while noting a need to strengthen institutional capacity and grievance redress. What the new financing is intended to deliver

The World Bank’s December 2024 announcement describes the $800 million financing as support for the planned urban-development program. Its figures about beneficiaries and investment are targets or projections, not achieved results:

  • The program aims to provide direct skills training to 17,000 people, including 10,000 women.
  • The Amaravati Masterplan reserves 22 percent of residential area for affordable housing, according to the Bank.
  • The program is intended to help mobilize more than $600 million in private investment.

World Bank Country Director for India Auguste Tano Kouamé said the Bank would bring expertise to support city institutions and infrastructure that could create economic opportunities, including for women, young people and vulnerable groups. World Bank approval announcement
