Its later expansion plans have focused on widening its international footprint, not announcing a new US region. Alibaba’s growth in cloud and AI is clear in its own announcements and results, but the available figures do not establish how its US market position compares with AWS.
Alibaba Cloud’s US expansion began in 2015
Alibaba Group said on July 29, 2015, that it had launched its first overseas data center in Silicon Valley earlier that year. The company also announced an additional US$1 billion investment in Aliyun, as Alibaba Cloud was then known, with part intended to support international expansion. Alibaba Group’s 2015 announcement describes the company’s plans and claims at the time; it is not an independent assessment of their market impact.
On October 9, 2015, Alibaba announced a second Silicon Valley data center. The company said it would have the same service-level agreements as its first US center and cited high availability and disaster recovery among the benefits. It also said the centers would help Chinese internet companies expand into North America. The announcement records what Alibaba said it intended to provide, not a comparative test of service quality against AWS.
Which US regions does Alibaba Cloud list now?
Alibaba Cloud’s current global locations directory lists two US regions: Silicon Valley and Virginia. It also lists locations across Asia-Pacific, Germany, the UK, France, Mexico, Brazil and the UAE; Saudi Arabia is listed as a partner region. Because this provider-maintained directory can change, check it when planning a deployment.

A region listing is useful for identifying where a provider says it has a presence. It does not, by itself, show which services or features are available in that region, how much capacity can be used, or how a workload will perform there.
Recent expansion plans focus on a wider global footprint
Alibaba Cloud’s September 2025 announcement said it planned first data centers in Brazil, France and the Netherlands, with further locations planned in Mexico, Japan, South Korea, Malaysia and Dubai. At that announcement, the company reported 91 availability zones in 29 regions. Those counts describe Alibaba Cloud’s reported footprint at that time, not a like-for-like measure of capacity or service coverage against AWS. Read the September 2025 announcement.
On September 23, 2026, Alibaba Cloud announced plans to open its first regions in Türkiye, Finland and the Netherlands over the following 12 months. It also said it would expand data-center infrastructure in Malaysia, Germany, the United Arab Emirates, France and Hong Kong. The company reported 107 availability zones in 31 regions at the time. These were company-announced plans and company-reported counts; the release does not establish that every planned location was already operating. Read the September 2026 announcement.
What Alibaba’s investment and revenue figures show
On February 24, 2025, Alibaba announced a plan to invest at least RMB380 billion (US$53 billion) over three years in cloud computing and AI infrastructure. That is a planned investment, not a statement that the full amount had already been spent. Alibaba’s announcement presents the figure as a forward-looking plan.

For the quarter ended June 30, 2026, Alibaba reported RMB48.437 billion (US$7.139 billion) in revenue from AI Cloud and Compute Services, up 45% year over year. Alibaba attributed the increase primarily to public-cloud revenue growth, including greater adoption of AI-related products. This is the company’s reported segment revenue and explanation; it is not a US-only figure or a market-share comparison with AWS. See Alibaba’s quarterly results.
What these figures do—and do not—say about AWS
The growth and infrastructure figures show that Alibaba is investing in cloud and AI and expanding its reported global footprint. They do not establish that Alibaba Cloud has gained a particular share of the US market or that it competes with AWS on equal terms in any given US workload.
Rank #4
AWS’s global infrastructure page describes its footprint and planned additions from AWS’s perspective. Comparing provider-reported region and availability-zone counts cannot settle questions of equivalent service coverage, usable capacity, performance, pricing or market share. The sources cited here do not provide an independent, like-for-like statistic for Alibaba Cloud’s US market share or its US position relative to AWS.

For a business evaluating the providers, compare the same workload and requirements rather than relying on headline footprint counts. Check:

Best Value
- Regional availability: Confirm that the regions needed for the workload are listed and operational.
- Service coverage: Verify that each required service and feature is available in the intended region.
- Data residency and regulation: Determine where data may be stored and processed, and whether those locations satisfy applicable obligations.
- Latency and performance: Measure the workload from the locations where users and systems will access it; performance depends on the specific application and network path.
- Resilience: Check how the architecture will tolerate failures across the zones or regions actually available to the workload.
- Total cost: Estimate charges at expected usage, including support, migration and data-egress costs.
The right choice depends on those workload-specific findings. Alibaba’s US regions establish an available option to evaluate, not a general verdict that it is a better or equivalent substitute for AWS.
