Airline Startups: What Happened to the New Airlines Expected to Launch in 2024?

The 2024 airline-startup forecast was not a list of guaranteed launches. IATA later counted 28 airlines starting operations, while dated reports document launch milestones for airHaifa, FlyGabon and Air Congo.

The January 2024 forecast of more than 27 airline launches was a list of expectations, not a tally of airlines guaranteed to start flying. In its later review, IATA counted 28 airlines that began operations in 2024 and 19 that ceased flying—the decade’s lowest totals for both measures. Those figures describe different things, so they do not show that every airline on the forecast list launched.

What the 2024 airline-launch forecast said—and what it did not

On 25 January 2024, Sharad Ranabhat’s Sam Chui roundup estimated that more than 27 new airlines were expected to launch during the year. It named proposed entrants including Really Cool Airlines, Global Airlines, Air Iveria, Air Cahana, NEOM Airlines and P80 Air. The roundup explicitly warned that details and target dates could change.

That makes the list a snapshot of plans at the start of 2024, not proof of later operations. A proposed route map, company announcement or aircraft order does not establish that an airline began carrying passengers.

How many airlines actually started operations in 2024?

In a retrospective published on 7 February 2025, IATA counted 28 airlines starting operations in 2024 and 19 ceasing flying. IATA said both numbers were the lowest in a decade. Its analysis used IATA Sustainability & Economics data, public sources and FR24 data under license; it reported that Europe and Asia-Pacific led new launches. The “more than 27” forecast and IATA’s figure of 28 cannot be treated as a one-for-one match: one was a prospective roundup, while the other was a retrospective industry count of airlines that began operations. The available evidence does not establish the final outcome for every carrier on the January list.

Examples with dated evidence of a 2024 launch milestone

These examples illustrate different kinds of evidence. An aircraft delivery, a first commercial flight and an inaugural-flight ceremony are not interchangeable milestones.

airHaifa: first aircraft delivered

On 26 July 2024, aircraft manufacturer ATR announced that airHaifa had received the first of two ATR 72-600 aircraft. ATR said the delivery paved the way for commercial operations from Haifa International Airport and that the second aircraft was scheduled for delivery in 2025. This confirms a delivery and the airline’s stated plan; the release alone does not independently establish later schedules or operating performance. ATR’s announcement includes a statement from airHaifa CEO Gonen Usishkin describing the delivery as a milestone as the airline prepared to provide commercial services.

FlyGabon: first commercial flight

ATR reported that FlyGabon’s first commercial flight took place on 31 August 2024. Its 20 September announcement about an order by Afrijet described regional connectivity as FlyGabon’s objective. This is a dated report of a commercial-flight milestone, with the connectivity goal attributed to the carrier. Read ATR’s announcement.

Air Congo: inaugural-flight launch ceremony

On 17 December 2024, the presidency of the Democratic Republic of the Congo reported that President Félix Tshisekedi officially launched Air Congo’s inaugural flight. It described the airline as a joint venture with the state holding 51% and Ethiopian Airlines 49%; for the launch phase, it reported two Boeing 737-800 aircraft and a planned domestic network. The announcement establishes the public launch event, but readers seeking exact first-service dates or current schedules should consult the airline’s own operational records. Why an announced airline may not make its target date

A planned airline has to turn a business concept into an authorized, funded operation. Boeing’s StartupBoeing guidance describes the work involved: evaluating the market and competition, defining the brand and operating model, planning management and implementation, assessing risks, and developing financial projections and capitalization. The guidance also identifies capital intensity, competition, fuel-price volatility, staffing, government oversight and weather as startup challenges. IATA pointed to broader pressures affecting airline entry in 2024: economic uncertainty and higher operating and borrowing costs, disruption in aircraft and parts supply, geopolitical instability, and stricter regulatory requirements. These factors help explain why a forecast of launches may diverge from the number of airlines later recorded as operating.

How to check whether a proposed airline really launched

When evaluating a particular startup, distinguish the announcement from evidence that it has reached the next operational milestone:

  • Status and date: Is the evidence about a proposal, certification, an aircraft delivery, a first commercial flight or a suspended plan?
  • Market and base: Which country and home airport does the airline identify, and which destinations does it say it will serve?
  • Operating model: Is it presented as a regional, low-cost, full-service, charter or cargo carrier, or as a subsidiary or joint venture?
  • Readiness: Is there evidence of certification, aircraft in hand, published schedules or tickets, and a dated inaugural service?
  • Claim versus outcome: Does a later dated report confirm that the stated target became an operating service?

For example, Aviation Week reported that Really Cool Airlines expected to receive its air operator certificate in the first quarter of 2024 and targeted inaugural flights in the second quarter. That report documents the targets, not whether they were met. Read Aviation Week’s report. For a launch claim, prefer a dated announcement from the airline, the relevant regulator or airport, or a reliable record of commercial operations.
