U.S. domestic airfares were lower in real terms per passenger-mile by the end of the 1970s than in 1970, but the available figures do not establish what a typical 1970 ticket cost compared with a ticket today. The latest modern annual figure in the available data is a $387 average domestic itinerary fare for 2025. Those numbers measure different things: a historical fare per mile and a modern itinerary ticket, usually round trip.
How much did airfare cost in 1970 compared with today?
The best-supported figure for 1970 is not a route ticket price. In a 1980 report, the U.S. Government Accountability Office (GAO) reported an average domestic fare of 5.9 cents per passenger-mile in 1970 dollars for all domestic travelers in 1970. For scheduled coach, it reported 5.5 cents per passenger-mile in 1970 dollars. GAO’s measure is fare divided by passenger-miles, not the cost of a particular flight or itinerary. For a dated modern comparison, the Bureau of Transportation Statistics (BTS) reported a $387 annual average domestic itinerary fare for 2025. BTS said this was 1.8% below its inflation-adjusted 2024 comparator of $394. In the inflation-adjusted series reported in its 2026 release, the 2025 figure was 39.0% below the $634 peak in 2000 and 37.3% below the $618 figure for 1995, the first year in that series. The table shows two different series, not a continuous price line from 1970 to today. A valid ticket-to-ticket comparison would need to align trip distance, one-way or round-trip basis, cabin, fare type, and the services included. The available figures do not provide that matched comparison.

What does the modern average fare include?
BTS’s domestic average fare is an itinerary ticket value, usually for a round trip. It includes the carrier’s ticket price and taxes or fees charged by outside entities at the time of purchase. It excludes free frequent-flyer and zero-fare tickets, as well as optional-service charges such as baggage, seat upgrades, and seat selection. It therefore describes the ticket fare, not necessarily the full amount a traveler pays to fly. BTS explains its fare definition and data collection.
BTS’s average fare series begins in 1995. Its air-fares page reports data through the second quarter of 2026 and notes a collection change: ticket sampling shifted from 10% to 40% beginning July 1, 2025. BTS’s 2025 annual figure combines the 10% sample through June with the 40% sample from July onward. That transition matters when interpreting fine-grained changes around 2025; it does not turn the modern series into a matched comparison with GAO’s 1970 data.

What did a 1970 airline ticket get you?
There was no single industry-wide bundle that every 1970 ticket bought. A contemporaneous Delta system timetable effective March 1, 1970 lists routes, fares, aircraft, and meal notation. Its note says a single meal symbol applied to First Class or Deluxe Night Coach. That is evidence of class- and flight-specific service information in that Delta timetable, not proof that every coach passenger on every airline or route received a meal. The available evidence does not establish an industry-wide comparison of 1970 and current baggage allowances, seat dimensions, or entertainment. Claims about those amenities need to be tied to a particular airline, aircraft, route, date, and class. The National Archives catalog identifies historical airline traffic and capacity records, but the catalog itself does not establish a universal fare-and-amenity comparison. Were flights cheaper before airline deregulation?
Federal policy changed in 1978. The U.S. Department of Transportation states that U.S. domestic fares—including interstate fares and “overseas” fares to and from U.S. territories—were deregulated by the Airline Deregulation Act of 1978, Public Law 95-504. GAO’s figures show that inflation-adjusted fares per passenger-mile declined between 1970 and 1979, a period that includes the act’s passage. A before-and-after comparison alone does not show that deregulation caused every later fare or service change, and it cannot tell whether a particular traveler found flying more affordable relative to income.

Why do airfare inflation figures differ?
A fare average and a consumer-price index answer different questions. BTS reports average itinerary ticket values under its fare definition. The Bureau of Labor Statistics (BLS), by contrast, measures price change for specified air trips, using defined booking and departure-day conditions. Its airline-fare CPI method includes applicable taxes and fuel, airport, and security charges, and a sample-weighted first checked bag; it does not track carry-on bags or additional checked luggage. BLS describes its airline-fare CPI method.
Because the measures differ in trip specifications and included charges, a CPI movement should not be treated as if it were the change in BTS’s average ticket fare. Likewise, a per-passenger-mile figure from GAO cannot be converted into a modern itinerary price without a consistent trip length and fare definition.
