Which new U.S. routes did Air Canada announce?
Air Canada announced non-stop return flights from Billy Bishop (YTZ) to New York LaGuardia (LGA), Boston Logan (BOS), Chicago O’Hare (ORD) and Washington Dulles (IAD). The company’s October 23, 2025 announcement gave the following planned schedule:

These are the start dates and frequencies Air Canada announced, not confirmation that every flight is operating at those levels now. Air Canada’s booking information for YTZ–New York, YTZ–Boston, YTZ–Chicago and YTZ–Washington lists these destinations, but a destination listing does not establish a particular day’s schedule or frequency. How are Montréal and Ottawa flights changing?
Air Canada also announced planned increases in domestic service from Billy Bishop, starting in January 2026:

Who operates the flights, and what is included?
Air Canada said the announced transborder flights would operate as Air Canada Express through regional partner Jazz Aviation LP, using 78-seat De Havilland Dash 8-400 aircraft. The announcement described fast, free Wi-Fi, complimentary premium snacks, beer and wine, and access to the Aspire Air Canada Café for eligible domestic customers. Café access is not described as an entitlement for every traveller or passenger category.

The airline also announced a cabin redesign for 25 Dash 8-400 aircraft operated for Air Canada Express by Jazz. It said the aircraft would receive Expliseat reclining seats with device holders and trays, with installation expected to be complete by mid-2026. Billy Bishop Airport’s republication of the announcement said seat pitch would remain unchanged. The expected completion date has passed, but the available material does not confirm that all installations are complete.
What does the announcement mean for travellers?
The announced routes add direct service options to four U.S. destinations from an airport on Toronto’s waterfront. Whether a route is useful for a particular trip depends on the live flight times and availability, the destination airport, and how a traveller gets to and from Billy Bishop. The announcement does not establish effects on fares, travel time, passenger demand, noise or emissions; no measured impact figures were provided.

Air Canada describes Billy Bishop as minutes from Toronto’s business and entertainment districts. A pedestrian tunnel and a passenger ferry connect the island airport to the mainland, and the airline describes a complimentary shuttle between downtown and the airport. No. Air Canada’s announcement concerns airline service: routes, planned frequencies, aircraft and onboard amenities. It does not itself approve an expansion of airport land or infrastructure. Those longer-term questions involve a separate governance and consultation process.

Transport Canada describes Billy Bishop’s governance as based on a 1983 Tripartite Agreement among the Toronto Port Authority, the City of Toronto and the federal government. Transport Canada says the Toronto Port Authority owns 78.5% of airport land, the City owns 20% and the federal government owns 1.5%. It describes the agreement as prohibiting runway and landmass extensions, imposing aircraft-noise restrictions and limiting the types of aircraft allowed. Its consultation page also says Ontario passed legislation in June 2026 enabling acquisition of City-owned airport lands. Enabling legislation and consultation are not final approval of a specific airport expansion.
The federal consultation covers topics including noise, environmental measures, housing, transportation, airport access, urban planning, community infrastructure, economic development and social benefits.
