Air Canada announced a gradual restart of Air Canada and Air Canada Rouge flights on August 19, 2025, after reaching a mediated tentative agreement with the Canadian Union of Public Employees (CUPE), which represents the airlines’ flight attendants. The announcement followed a failed government-directed restart attempt two days earlier. The August agreement got flight attendants returning, but it did not settle the wage issue: members rejected the proposed wage terms in September, and arbitration later finalized the four-year agreement.
Why Air Canada flights stopped
Air Canada said it suspended all operations of Air Canada and Air Canada Rouge on August 16, 2025, amid a strike by flight attendants represented by CUPE. On that date, federal minister Patty Hajdu said the parties had bargained for eight months and remained at an impasse. She asked the Canada Industrial Relations Board (CIRB) to help settle outstanding terms through final and binding arbitration and to extend the existing agreement while a new one was determined. Hajdu’s August 16 statement describes that government request.
How the restart unfolded
August 17: a return-to-work order did not restart service
On August 17, the CIRB directed Air Canada to resume operations and flight attendants to return by 14:00 EDT. Air Canada later said it suspended its planned limited restart after CUPE instructed members not to comply with the direction. That government-directed attempt did not produce the planned resumption of service. Air Canada’s statement on the CIRB direction gives the airline’s account of the suspension.
August 19: a mediated tentative agreement enabled a gradual restart
Air Canada announced on August 19 that it would gradually restart Air Canada and Air Canada Rouge service that day after reaching a mediated tentative agreement with CUPE. The airline said mediation was conducted by mutually agreed mediator William Kaplan and proceeded on the basis that CUPE’s roughly 10,000 flight attendants would return immediately. A gradual restart is not the same as every flight returning at once. The announcement established that resumption would begin that day; it did not say that the full schedule was restored immediately.
Did flight attendants approve the agreement?
Not in full. The August 19 agreement was tentative, and CUPE members rejected its wage offer on September 6, 2025. Federal briefing notes report that 99.1% voted against that offer. The vote concerned the proposed wages; it should not be treated as a rejection of every term in the tentative agreement. Air Canada’s 2025 annual report says other terms—including ground pay, benefits, pensions and scheduling changes—were to take effect without waiting for wage mediation or arbitration. Any wage change would be retroactive to April 1, 2025. Air Canada’s 2025 annual report outlines how those terms were treated.
How the contract dispute was ultimately resolved
After the wage offer was rejected, the wage issue proceeded to arbitration. Air Canada’s current cabin-crew information page says arbitration resolved the outstanding wage issue and finalized the four-year agreement. The sources cited here do not state the complete final wage schedule or the definitive date of the arbitration award, so the rejected September offer should not be presented as the final wage outcome.
