AI PCs Aren’t Driving Consumer Upgrades—Here’s How Microsoft’s Partners Are Responding

AI has not created the consumer upgrade cycle PC makers expected, but NPUs are still moving into mainstream laptops. Learn what Dell’s comments mean, how Microsoft’s partners are repositioning, and when an AI PC makes financial sense.

AI is not yet creating the consumer PC upgrade cycle Microsoft and hardware makers expected. Dell executives said ahead of CES 2026 that shoppers were not buying PCs specifically because of AI, and that AI-heavy messaging could make products harder to understand. The evidence supports a weaker claim than “AI PCs are not selling”: demand motivated by AI has disappointed, while the hardware transition continues as new processors routinely include dedicated AI acceleration.

For buyers and IT leaders, that distinction matters. An AI PC can be a sensible purchase for battery life, supported local processing, security or future software compatibility—but paying extra for an AI label alone is difficult to justify.

What Dell’s comments actually show

Dell chief operating officer Jeff Clarke described an “unmet promise of AI,” saying the company’s expectation that AI would drive end-user demand had not materialized as anticipated. Dell executive Kevin Terwilliger reportedly added that consumers were not purchasing PCs based on AI and that the terminology could obscure the benefit a buyer was supposed to receive. The comments and Dell’s reported move away from an “AI-first” message are documented in coverage of the CES 2026 briefing.

Those are executive observations about purchase motivation, not audited industry sales. They do not establish that nobody is buying AI PCs, that shipments are collapsing, or that every manufacturer is in distress. They do show a meaningful gap between the industry’s AI-upgrade thesis and what Dell says consumers are asking for.

What is supported What is not established
AI has not driven consumer demand as vendors expected. That total PC demand is weak or that AI-PC unit sales are falling everywhere.
OEM messaging is shifting toward practical outcomes. Mass cancellations, inventory write-downs or emergency price cuts.
Many new Windows platforms include AI acceleration. That an NPU improves every application or justifies a premium for every buyer.

AI PC, Copilot+ PC and workstation: three different things

AI PC

“AI PC” is a broad industry label for a computer with dedicated AI acceleration, usually a neural processing unit (NPU). An NPU is designed for efficient, sustained inference and can offload supported operations from the CPU or GPU. It is not a replacement for either processor.

Copilot+ PC

Microsoft’s narrower Copilot+ category requires an NPU capable of at least 40 trillion operations per second (TOPS), according to its technical presentation at Microsoft’s Copilot+ PC materials. Microsoft has positioned Snapdragon, Intel Core Ultra and AMD Ryzen AI platforms within the Windows ecosystem, as described in its CES 2026 overview.

AI workstation

A workstation normally adds a powerful discrete GPU for model development, rendering, simulation or sustained local inference. Dell’s comparison explains why these systems should not be conflated with thin Copilot+ laptops: a vendor example puts a high-end professional GPU at roughly 294 TOPS versus approximately 45–50 TOPS for current high-end NPUs, although TOPS figures vary by precision and architecture and are not directly interchangeable. Why AI has not created urgency for consumers

There is no universal must-have local application

People usually replace a laptop for a visible result: longer battery life, lower weight, a better screen, faster games or a machine that can run newer software. An NPU is an invisible component, and many advertised AI features do not change an ordinary browsing, email or Office routine.

Cloud services already work for many users

ChatGPT, browser-based assistants, image generators and online productivity tools do not require a dedicated NPU. Local execution can reduce latency, work offline and limit transmission of sensitive data for supported tasks, but those advantages are valuable only when a buyer has a matching workload. “Local” also does not automatically mean private: an application may use local, cloud or hybrid processing depending on its design and settings.

Software availability has been uneven

Microsoft’s early Copilot+ pitch emphasized local Windows experiences, including Recall and other features. Rollouts have been affected by privacy, security, language, regional and hardware conditions. Availability is not uniform across models or Windows releases. A category is hard to sell when its signature experiences are delayed, restricted or not clearly better than a browser service.

The premium is hard to see

If two laptops have similar screens, memory, storage and general CPU performance, the buyer needs a specific supported task to justify paying more for the NPU-equipped model. “Future-proofing” is weak financial logic unless the buyer can identify the software and workload that will use the hardware.

Replacement cycles are long

A capable laptop can remain adequate for years. Consumers often replace only when a machine fails, loses software support or no longer meets a concrete need, so a new AI capability by itself may not move the purchase forward.

Why manufacturers are still building AI PCs

The hardware transition is embedded in processor roadmaps. Qualcomm, Intel and AMD are shipping platforms designed around dedicated AI acceleration, and Microsoft continues to expand the Copilot+ partner ecosystem. OEMs can include an NPU without making it the reason to buy. A shopper may select a laptop for battery endurance or responsiveness and receive AI capability as a standard feature.

This creates an important distinction: AI PCs can become commercially common without becoming a consumer-loved category. Infrastructure adoption may happen incidentally, as processors evolve, even if the branding fails to create a buying frenzy.

How Microsoft’s partners are changing the pitch

From AI terminology to outcomes

The practical message is shifting from “buy an AI PC” to “buy a faster, longer-lasting, more secure PC that also has AI.” Likely emphasis includes battery endurance, thin designs, video conferencing, security, privacy, productivity and manageability. Dell’s business positioning illustrates this approach in its Copilot+ PC workflow material.

Different messages for consumers and businesses

Businesses can have concrete reasons to standardize local acceleration: data-residency requirements, offline or low-latency work, security processing, fleet management and Windows replacement cycles. Dell markets AI PCs as part of an enterprise refresh strategy and cites commissioned IDC research about generative-AI features in enterprise applications. That is vendor- and study-specific evidence, not proof of universal near-term return on investment; results depend on software, deployment and workload. Making AI incidental

The most durable retail strategy may be to let the NPU become a quiet enabling feature. Consumers do not need to understand TOPS or inference if the product already wins on the benefits they can feel.

Is this Microsoft’s problem or the whole category’s?

Microsoft owns Windows and much of the consumer Copilot narrative, so unclear differentiation from web-based assistants makes it harder for OEMs to explain why special hardware matters. Questions remain about which features run locally, which require the cloud, how discoverable they are and whether businesses value them enough to change hardware and licensing plans.

But the issue is broader than Microsoft. The industry may have confused interest in AI services with willingness to pay for AI-branded hardware. Consumers can welcome AI in a particular application while rejecting an expensive device whose main selling point is an abstract capability. That is an interpretation of the market signal, not a measured survey result.

Should you buy an AI PC?

It can make sense when

  • You are replacing a laptop now and comparable current models already include an NPU.
  • You travel frequently and value efficient local processing and battery life.
  • Your employer has identified supported transcription, conferencing, security or other local-AI software.
  • You need offline processing or want to reduce cloud transmission for a specific, verified workload.
  • You have confirmed that your development or creative tools support the NPU.

Do not pay extra specifically for AI when

  • Your work is mainly browsing, email, Office, streaming and ordinary productivity.
  • Your preferred AI tools are browser-based or cloud-based.
  • Your current laptop is adequate.
  • You are a gamer seeking graphics performance: an NPU does not substitute for a discrete GPU.
  • You cannot name an application that benefits from local acceleration.

Use this buying checklist

  1. Identify the exact application and feature that will use the NPU.
  2. Check whether processing is local, cloud-based or hybrid, and review its data policy.
  3. Verify ARM or x86 compatibility for your applications, drivers, peripherals and games.
  4. Compare independent battery tests under similar brightness, connectivity and workload conditions rather than relying on the processor label.
  5. Compare RAM, storage, display, keyboard, thermals, warranty and repair options before considering AI capability.
  6. For large models, sustained inference, 3D work or GPU-dependent software, choose a discrete-GPU workstation instead; Dell describes that boundary at AI PC, Copilot+ PC or AI workstation.

Remember that Copilot+ is a hardware certification. It does not automatically include a Microsoft 365 Copilot subscription, and feature availability can vary by Windows version, language, region and model.

What this means for the market

Dell’s remarks are best read as a warning about positioning, not a declaration that the hardware has failed. Microsoft and its partners still have reasons to ship NPUs, and many buyers will acquire them as part of otherwise attractive laptops. The likely outcome is a quieter transition: AI capability becomes standard while the sale is made on battery life, performance, security and portability.

The Bottom Line

Bottom line: AI is not yet a compelling standalone reason for most consumers to upgrade. The category is likely to spread anyway because NPUs are entering mainstream processor platforms. Buy an AI PC when it delivers a concrete benefit for your software, privacy or mobility needs—not merely because the box says “AI.”
