Afiniti’s KPK Tech City: What the Agreement Did—and Didn’t—Confirm

Reporting in 2021 linked Afiniti and the Khyber Pakhtunkhwa Information Technology Board (KPITB) to an agreement involving a proposed Afiniti sub-office in Peshawar and a broader technology-city plan. The available accounts do not confirm that the office opened or that Afiniti’s proposed city was built. The job and capacity figures attached to the proposal were projections, not verified outcomes.

What Afiniti and KPITB reportedly agreed to

A TechJuice report on the signing described an agreement between Afiniti and KPITB that included setting up an Afiniti sub-office in Peshawar with KPITB’s assistance. The report presented the office as a way to encourage investment and local employment; those were expected benefits, not documented results.

KPITB’s own account records a related but narrower development: on March 9, 2021, Afiniti Pakistan head Usman Khan visited the Work Around facility and expressed interest in setting up a Peshawar sub-office. That entry supports that interest and discussions existed. It does not say the office subsequently opened.

The proposed tech city was still a plan

A March 5, 2021 report described Afiniti founder Zia Chishti’s interest in investing in Khyber Pakhtunkhwa and establishing a technology city. At that point, the site had not been selected; the report said a joint government–Afiniti team would identify a suitable location.

The later signing coverage described the proposal’s projected scale as an initial capacity of 10,000–15,000 people associated with IT and more than 50,000 potential jobs. These figures belong to the reported proposal. They should not be read as a count of people employed, a confirmed capacity, or evidence that construction took place.

How the Afiniti proposal differs from Pakistan Digital City

Pakistan Digital City in Haripur is a separate KPITB and Special Technology Zones Authority (STZA) project. Later accounts identify KPITB and STZA as parties to its development agreement; they do not name Afiniti as a party. The Haripur project therefore cannot be treated as proof that Afiniti’s proposed city was delivered.

Radio Pakistan and STZA reported a 2024 development agreement between KPITB and STZA. STZA reported an agreement value of PKR 8 billion, a planned 11-acre site with approximately 480,000 square feet of infrastructure, and projections of more than 4,000 high-tech jobs and USD 25–50 million in annual export potential. Radio Pakistan reported expectations of around 4,000 IT startups and a 2026 full-operation target. These are reported plans and forecasts, not confirmed current results.

What can—and cannot—be concluded

  • Supported: Afiniti and KPITB were reported to have signed an agreement connected to a proposed Peshawar sub-office, and KPITB recorded Afiniti Pakistan’s interest in establishing one.
  • Not established by these accounts: that the Peshawar office opened, that Afiniti’s proposed tech city was built, or that its projected jobs and capacity were realized.
  • Separate development: Pakistan Digital City is a later Haripur project reported as an initiative of KPITB and STZA. Its agreement and projected figures should not be attributed to Afiniti.
