The project behind the claim is at Khavda in Gujarat’s Kutch region, near the India-Pakistan border. Scroll reported that land first allotted to the Solar Energy Corporation of India (SECI) for a wind project was later sought by Adani entities for hybrid generation after SECI surrendered its allotment. The report also described changes to the rules for infrastructure near the border. A March 2025 parliamentary answer confirms that border-area projects face security assessments and clearances, but says the detailed May 8, 2023 guidelines are confidential. The available record does not establish that the Khavda project is operating.
What is the Khavda project?
Khavda is a renewable-energy park in Kutch, Gujarat. In a February 12, 2025 investigation, Scroll reported that Gujarat announced 72,400 hectares—about 724 square kilometres—of government waste land for a hybrid wind-and-solar park in January 2019. The park, called Khavda Solar Park, was inaugurated in December 2020, according to the report.
The parcel at issue was 23,000 hectares, reported to lie between one and six kilometres from the international border. Scroll’s account says this land was allotted to SECI for a 3,000 MW wind project before Adani entities sought it for hybrid projects.
How did the land-allocation chronology unfold?
SECI’s wind-only allotment
Scroll reported that SECI expected the parcel to generate about 1,100 MW as a wind-only project, rather than the 3,000 MW used to calculate its lease and security-deposit terms. SECI reportedly argued that wind-only development would therefore be economically unviable, asked to use the land for hybrid generation, and later asked Gujarat Power Corporation Limited (GPCL) to take back the allotment after a May 2023 direction to analyse surrendering it.

Border-proximity rules discussed in 2023
Scroll’s account of April 21, 2023 meeting minutes says Defence Ministry officials agreed that wind turbines could be erected one to two kilometres from the border, while hybrid projects could be installed two to eight kilometres away. The investigation describes later Gujarat meeting minutes as recording hybrid approvals between two and seven kilometres. Those reported distance bands differ; they should not be treated as one settled boundary.
Scroll also reported that May 8, 2023 guidelines allowed wind, thermal, solar and hybrid power plants within 20 kilometres of the border when planned in consultation with the Defence Ministry. The details of those guidelines are not publicly disclosed in the parliamentary answer discussed below.

Adani entities’ requests and reported selection
According to Scroll, Adani Power and its sister concern Mundra Solar Technology wrote to GPCL in July 2023 seeking 23,000 hectares for hybrid projects in the area originally reserved for wind. A revised request sought about 25,500 hectares. Scroll reported that a Gujarat high-powered committee chaired by the chief minister selected Adani Power “in-principle, as the park developer.”
That account describes a reported selection and land-allocation chronology, not a finding by a court or regulator. The investigation said the records it reviewed did not explain why SECI did not proceed under the revised rules, and raised the question of whether there had been a tender or competitive bidding process. That absence of an explanation in the report does not prove that no process took place.

What border-security measures were reported?
Scroll’s account of the April meeting minutes described proposed measures for military mobility: a two-kilometre tract kept clear of turbines and solar panels, with a further kilometre on either side restricted to wind turbines, with no solar panels. The report also described disagreement over concrete specifications for solar platforms and said developers considered the requested specifications financially unviable. These are details attributed to the meeting-minute account, not independently established project outcomes.
What has the government officially confirmed?
In a written answer to Lok Sabha Unstarred Question 4247 on March 26, 2025, the Ministry of New and Renewable Energy described the general process for infrastructure near an international border. It said the Border Security Force assesses security risks and conveys a no-objection after assessment, subject to clearance from the Ministry of Home Affairs or Ministry of Defence. The Defence Ministry processes no-objection applications submitted through its portal by the nodal ministry, using inputs from relevant defence organisations and applicable guidelines.

The answer identified guidelines dated May 8, 2023, but said they are confidential and cannot be disclosed. It also referred to civil-aviation height-restriction rules. This parliamentary response confirms a general clearance framework; it does not disclose findings from a project-specific security assessment or verify Scroll’s account of the negotiations and land-allocation steps.
What remains unclear about the project?
- The public parliamentary answer does not reveal the detailed provisions of the May 2023 guidelines or project-specific clearance findings.
- Scroll’s account does not establish why SECI did not proceed under the revised rules, or whether a competitive process occurred.
- The available material does not independently establish whether the disputed Khavda development is under construction or operating. An “in-principle” selection is not evidence that a project has been commissioned.
Which Adani projects should not be confused with Khavda?
Khavda is distinct from Adani’s Rajasthan generation parks. Adani Green Energy describes Adani Renewable Energy Park Rajasthan Ltd as a 50:50 joint venture with Rajasthan Renewable Energy Corporation, with parks at Bhadla in Jodhpur and Fatehgarh in Jaisalmer. Those projects are not the Khavda land-allocation issue.

Khavda is also distinct from the Bhadla-to-Fatehpur transmission corridor. In a February 9, 2026 company release, Adani Energy Solutions described that separate corridor as a 950-kilometre, ±800 kV HVDC project with 6,000 MW capacity and commissioning scheduled for 2029. Those are company-reported project specifications and a schedule, not independent confirmation that the corridor is complete.
