Faster refunds matter because cash stuck in those balances cannot fund payroll, inventory or suppliers. The official material available on the process sets out filing steps and time limits. It does not show how quickly refunds are actually paid in practice, and it does not measure how much liquidity refunds release across the economy.
What a GST refund covers
A refund is not automatic. Under the CBIC refund rules, each refund category has its own application form, its own supporting evidence and its own checks. Filing an application does not by itself establish that money is due. The officer reviews the claim against the records and the return data before any sanction is issued.
The main categories a small or mid-sized business is likely to meet are:
- Exports of goods or services, where the exporter claims refund of tax paid on inputs or of unutilised input tax credit.
- Inverted duty structure, where tax on inputs is higher than tax on the goods or services supplied, so credit builds up and cannot be used against output tax.
- Supplies to or from a Special Economic Zone (SEZ) and other categories the rules list separately. Check the rule for your own category rather than assuming the export route applies.
Because the documents required differ by category, a refund claim for an export is not prepared in the same way as one for an inverted duty structure.

The filing route, step by step
CBIC’s rules describe the same basic sequence for most categories. Confirm each stage against the notice you receive, because portal screens and forms can change.
- Prepare the records. Gather the invoices, shipping bills or export documents, the returns that cover the period, and the proof linked to the reason for the claim.
- File in Form GST RFD-01 on the Common Portal. You can file directly or through a notified Facilitation Centre.
- Wait for acknowledgement. The application is acknowledged once it is accepted as filed. The acknowledgement date is the starting point for the provisional refund timeline discussed below.
- Respond to any deficiency memo. If the officer finds a gap, a deficiency is communicated. The clock depends on a complete application, so a missing document can delay the sanction.
- Officer review. The officer checks the claim against the records. The outcome is either sanction or rejection.
- Payment advice. If the refund is sanctioned, a payment advice is issued and the amount is credited.
Exports and the IGST rule that trips up exporters
For exporters claiming refund of integrated tax (IGST) on goods, Rule 96 ties the claim to two things: the export records and a valid return. The shipping-bill particulars must match the outward-supply details in the return.

When they do not match, the rule text says the mismatch affects the date on which the claim is deemed filed until it is rectified. In practice, a shipping bill with one value or date and a return showing another can push back the point from which the refund clock runs, even though the claim has been submitted. Check the match before filing rather than after a notice arrives.
A January 2026 official handbook also stresses reviewing and correcting export invoice data as part of smooth refund processing. Treat that review as a routine pre-filing step, not an optional clean-up.

Timelines: what each figure actually means
Three numbers are often quoted together. They come from different kinds of source, and they should not be read as one promise.

The FAQ page is older than the January 2026 handbook and may lag later amendments. Check the current statute and the rule for your category before using any of these figures as operational advice. The FAQ wording on the sanction period reads: “Refundable amount shall be sanctioned within 60 days from the date of receipt of application complete in all respects.” It is the official text on that page, not a reading of how the department performs.

Why a faster refund helps working capital
The mechanism is simple. Money tied up in an eligible tax balance or in a pending refund cannot be used for other business needs during that period. If the refund arrives sooner, the same money becomes available to pay suppliers, staff and overheads. All else equal, a shorter wait improves available working capital.
The Government of India’s 2025 press release on the refund measures frames faster export refunds and provisional relief under inverted duty structure in these terms. It says the measures “will ease liquidity pressures, reduce working capital blockages, and strengthen supply chains.” That is the government’s stated rationale. It is not an independent evaluation, and it does not report a measured change in cash flow for Indian firms.

What the evidence does not establish
- Total liquidity released. The official material reviewed gives no figure for how much liquidity GST refunds unlock, at economy level or for any group of firms.
- Actual processing times. The 7-day and 60-day figures are process statements. No published dataset in the material reviewed reports average or median payment times by category.
- Outcomes for any particular business. A sanction period on paper does not tell you when your own refund will be paid, because deficiencies, return mismatches and category rules all change the start point and the outcome.
Anyone quoting a total liquidity number or an average refund time for India should cite a primary dataset or study. Such a figure should not be inferred from the statutory or FAQ timelines.
Troubleshooting a delayed or disputed refund
- No acknowledgement. Confirm the application was filed in Form GST RFD-01 and that the filing completed on the Common Portal, or through a notified Facilitation Centre, and that you hold a filing reference.
- Deficiency memo received. Respond with the missing or corrected documents. A complete response is what starts the sanction clock, so an incomplete reply extends the wait.
- IGST export claim not moving. Compare the shipping-bill particulars with the outward-supply details in the valid return. Correct the mismatch, since the claim is treated as filed from the point the mismatch is rectified.
- Rejection. Read the stated reason against the category rule. Where the reason is documentary, a corrected claim is usually the practical route. For any other dispute, a qualified GST practitioner can review the order.
Preparing a claim that moves faster
- Reconcile shipping-bill data with the return for each period before filing.
- Keep export invoices, proof of export and the return copies together, indexed by claim period.
- Note the acknowledgement date, since the provisional refund timeline runs from it.
- Confirm the refund category and the rule that applies to it before relying on any timeline.
- Track each deficiency memo and reply with a dated copy of what you sent.
Bookkeeping or GST compliance software can help keep returns and invoice data consistent, which makes the export match easier to check. The official material does not establish that any particular product handles the whole refund workflow, so choose tools on their record-keeping features rather than any claim of guaranteed refunds.
