That was Kirk Vansandt’s personal estimate—not a measured statewide closure rate. The warning reflects testimony about mounting pressure on commodity-crop operations, not confirmation that farms have since closed.
What Arkansas agriculture leaders told lawmakers
The warning came during an Arkansas House Agriculture, Forestry and Natural Resources subcommittee hearing in Stuttgart, reported by Ainsley Platt for the Arkansas Advocate on Sept. 23, 2025. Kirk Vansandt, chief agriculture lending officer at Farmers and Merchants Bank, said industry participants believed 25% to 40% of farmers could leave after the season without aid. He added: “Personally, I think it’s one out of three people if nothing happens. It’s that dire.”
Those figures are attributed testimony, not a statistical projection with a disclosed method. The report does not establish how many Arkansas farms actually closed as a result of the conditions described.
Why farm finances were under pressure
Vansandt and other speakers described rising production costs, stagnant demand and distress in export markets. The report does not include a time series for crop prices, input costs or farm income, so it does not quantify how far margins had fallen.

Vansandt urged quick action, warning: “If something is not done very quickly and substantially, I’m afraid people are going to go ahead and make decisions that they can’t change back.” Farmer Sydney Robinett described uncertainty itself as a burden: “The bad dreams are going out of business. The bad dreams are the uncertainty.”
What the bankruptcy figures do—and do not—show
The Arkansas Advocate said a presentation shown at the hearing indicated Arkansas led Southern states in Chapter 12 farm bankruptcies in 2024 and had already exceeded its 2024 total by Sept. 23, 2025. The article did not provide the underlying counts, and it did not reproduce the presentation. The comparison is a reported warning sign, not a complete measure of farm distress or a count of farms expected to close.

Why timing of aid mattered
The report said a provision of the One Big, Beautiful Bill Act would provide some assistance, with funds expected to reach accounts in fall 2026. Hearing participants argued that this timing would be too late for farms facing immediate financial decisions. Vansandt called for “a bridge” to carry producers from then-current conditions to fall 2026. These were statements made in September 2025; they do not establish the program’s current status, eligibility rules or whether payments were ultimately made.
Subcommittee co-chair and farmer Rep. DeAnn Vaught said waiting until February to forecast the effects would be too late. She warned that by November some farms could already have decided to shut down. Her statement, like Vansandt’s, was a prediction about risk rather than confirmation of subsequent closures.

The policy tradeoff raised at the hearing
Speakers discussed both aid and tax relief. Ross Wood, a Stratton Seed retail operations manager, called taxes on parts and maintenance a serious burden and sought tax relief related to capital expenditures or fuel. Rep. Stephen Meeks raised the limits of public spending, saying, “We can’t print money like the federal government.” The hearing, as reported, did not resolve how relief should be financed or balance farm support against other public needs.

Participants warned that farm closures could also affect rural communities and businesses that depend on agricultural activity, including farm banks, agricultural aviators and parts stores. The report offered no estimate of the number of businesses, jobs or communities that might be affected. These were projected spillovers, not measured outcomes.
