The airport in the Banco Noroeste fraud was not a real construction project: Nigeria’s Economic and Financial Crimes Commission (EFCC) says Emmanuel Nwude and his associates persuaded bank director Nelson Sakaguchi to invest in a fictitious plan to build a new airport in Abuja. The EFCC describes the heist as $242 million; a 2010 Basel Institute on Governance handbook gives a more precise total of USD 242.5 million, including interest and costs.
What was supposedly being sold?
Nwude’s group did not sell an existing airport. According to the EFCC, the defendants induced Sakaguchi, a director of Brazilian bank Banco Noroeste, to put money into a “phantom project purportedly for the construction of a new airport in Abuja.” The fiction was the proposed investment scheme, not Abuja’s real airport infrastructure. The EFCC says a $10 million commission was promised to Sakaguchi.
The EFCC identifies Nwude as acting with Amaka Anajemba, Emmanuel Ofolue, Nzeribe Okoli, and Obum Osakwe. Its account describes the scheme as a $242 million heist. The commission’s April 2022 retrospective characterizes Nwude’s 2005 conviction as its first major conviction.

The figures differ in precision and stated scope, so they should not be treated as competing exact measurements of the same thing:

The Basel Institute handbook also describes funds being laundered through Hong Kong, Switzerland, the United Kingdom, the United States, Singapore, and Nigeria, using SWIFT transfers. This is the handbook’s account of the route, rather than a claim that those details are established here as a court finding. How was the fraud discovered?
The shortfall came to light in 1998, when Banco Noroeste’s majority shareholders were conducting due diligence ahead of selling a controlling interest in the bank to Banco Santander, according to the Basel Institute handbook. The prospective transaction prompted scrutiny that exposed the financial gap.

What happened to the people involved?
The EFCC reports that Nwude was convicted in 2005 and lists the other participants in its retrospective. That account does not specify his sentence or time served, so those details cannot be stated from it.
The Basel Institute handbook separates criminal proceedings from the civil work to recover assets. It reports that Anajemba pleaded guilty in July 2005, received a 30-month sentence and fines, and that assets valued at USD 20.25 million were forwarded to Banco Noroeste’s complainants, in addition to civil recoveries. The handbook describes a multinational strategy that pursued civil and criminal processes in parallel across jurisdictions; the recovered-asset figure is not presented as the full amount of the original loss.

Why this case is about more than the invented airport
The airport story explains the pitch, but the case’s aftermath involved locating and recovering money across borders. The Basel Institute’s account shows why the criminal case and asset recovery should be understood as related but distinct: convictions and sentences address culpability, while civil proceedings and international cooperation pursue property for complainants.
