A security policy template is a starting structure, not an adopted policy or proof of compliance. To make one useful, define which people, systems, data, suppliers, and obligations it covers; assign responsibility for it; and connect its expectations to procedures your organization can carry out.
Where to find security policy templates and guidance
CIS policy templates
The CIS Policy Templates library offers downloadable templates aligned with CIS Controls v8 and v8.1. CIS says the templates were developed by a working group of policy experts and cover Implementation Group 1 (IG1) safeguards exclusively. They do not cover IG2 or IG3 safeguards, so organizations with broader needs should not treat them as a complete security assessment.
Available subjects include acceptable use, enterprise asset management, software asset management, data management, secure configuration, account and credential management, vulnerability management, audit-log management, malware defense, data recovery, security-awareness training, service-provider management, and incident response. Check the version and language of the specific download you plan to use.
NIST’s small-business guide to CSF 2.0
NIST SP 1300, Cybersecurity Framework 2.0: Small Business Quick-Start Guide, published in February 2024, helps small and medium-sized businesses with modest or no cybersecurity plans begin risk management using CSF 2.0. It can also help other relatively small organizations. NIST describes it as a supplement to the Cybersecurity Framework, not a replacement for it.

The framework’s six functions—Govern, Identify, Protect, Detect, Respond, and Recover—offer a way to connect written expectations with the rest of a security program: establish oversight, understand assets and risks, put safeguards in place, watch for problems, handle incidents, and restore operations.
FTC and CISA small-business resources
The FTC’s small-business cybersecurity guidance treats policy as an ongoing management responsibility: create it, communicate it, update it, and enforce it. Its recommendations include inventorying hardware, software, data, and services; controlling access; using multifactor authentication; updating software; encrypting sensitive data; backing up data; monitoring for unauthorized access; and planning for incident response and recovery.

CISA’s Cyber Essentials Starter Kit recommends that business leaders and technical staff work together on policy, review existing cybersecurity and risk policies for gaps, and prioritize updates according to organizational risk. It points to customizable behavior-focused templates from the Cyber Readiness Institute and SANS policy templates as examples of additional resources; those pointers are not endorsements or guarantees that a template meets your obligations.
CISA’s small-business resource page also lists no-cost guidance and tools, including cyber hygiene and vulnerability scanning services. These can help support a security program, but do not decide policy scope, assign responsibility, or determine which legal and contractual requirements apply.

How to choose and adapt a template
- Map what the policy needs to cover. Identify important hardware, software, data, services, users, and suppliers. The FTC recommends maintaining an inventory and identifying risks to the business, its assets, and people.
- Check the template’s scope. Confirm its framework and version, covered safeguards, language, format, and intended audience. For example, CIS templates state that they cover IG1 safeguards, not IG2 or IG3.
- Compare it with your obligations. Document and track applicable legal, regulatory, and contractual requirements. The FTC’s guidance is general U.S. guidance; it does not determine which obligations apply to a specific organization. The FTC also recommends assessing suppliers before entering formal relationships.
- Make ownership and enforcement clear. Name the policy owner and approver, state who must follow it and which systems and data are in scope, and explain how exceptions are approved, compliance is checked, and the policy is reviewed. These operational details help put the FTC’s direction to communicate, update, and enforce policy into practice.
- Connect policy to action. A policy states expectations; procedures and plans explain how people carry them out. The FTC recommends incident-response, disaster-recovery, and business-continuity plans, and says to test them regularly.
- Review after changes and incidents. Revisit policies when systems, suppliers, risks, or obligations change. Update plans and policies with lessons learned during recovery from an incident.
What a policy template can—and cannot—do
A template can give a team a structure for writing expectations and help surface topics to address. It cannot establish that the resulting policy covers every risk or obligation, or that the organization is compliant. That depends on the organization’s actual circumstances and on how the policy is communicated, followed, checked, and maintained.
Before adopting a draft, compare its coverage with your organization’s risks and applicable obligations—not just its length or how polished it looks. Use official framework guidance to orient the work, and seek qualified legal or security advice when the consequences of missing a requirement or control are significant.
