The Justice Department proposed a Chrome divestiture in its search antitrust case, but the U.S. District Court for the District of Columbia rejected that remedy on December 5, 2025. The case has moved into implementation and appeal, and the available official filings do not establish a final appellate outcome as of October 8, 2026.
What the DOJ asked for—and what the court ordered
The dispute concerns the remedy for Google’s search monopolization case, not a court finding that Chrome itself must be sold. In a revised proposed judgment filed March 7, 2025, the government asked the court to require Google to divest Chrome. The DOJ described the browser as “an important search access point” and argued that putting it outside Google’s control could give a rival a substantial route to search users. That was the plaintiffs’ argument, not a remedy the court ultimately adopted.
The court’s December 5, 2025 remedies opinion rejected Chrome divestiture and other more severe proposals, including mandated choice screens and a complete ban on certain payments. The court instead selected behavioral measures. The judgment, rather than the government’s proposed remedy, determines what Google is required to do.
| Issue | Government proposal | Court’s selected remedy |
|---|---|---|
| Chrome | Require Google to divest Chrome, according to the plaintiffs’ March 7, 2025 revised proposed judgment. | Chrome divestiture rejected in the December 5, 2025 remedies opinion. |
| Distribution agreements | The plaintiffs sought restrictions on agreements they said helped preserve Google’s position. | The September 2, 2025 ruling bars certain exclusive agreements involving distribution of Google Search, Chrome, Google Assistant and Gemini, as described by the DOJ. |
| Search information and services | The plaintiffs sought remedies intended to help competitors challenge Google in search. | The ruling requires specified search-index and user-interaction data to be made available to competitors and requires search and search-text-ad syndication services, as described by the DOJ. |
The table summarizes the distinction between the DOJ’s proposals and the relief described in the court’s opinion and the DOJ’s announcement. It does not mean every operational detail was settled when the judgment was issued; implementation filings continued afterward.

Why the DOJ targeted Chrome
The government’s theory was that Chrome served as an important gateway through which people reach search. A divestiture would have separated that access point from Google, potentially giving a rival greater reach. The DOJ’s September 2, 2025 announcement said Google had accounted for approximately 90 percent of U.S. search queries “for years.” That is the agency’s historical approximation, not a newly verified 2026 market-share figure.
The court did not accept the proposed Chrome sale on the evidentiary record before it. It chose conduct, data-access and syndication requirements instead of separating Chrome from Google. That difference matters: a requested remedy explains what one party wanted, while the court’s judgment specifies the relief actually ordered.

What implementation looks like now
The plaintiffs’ Second Status Report, filed September 17, 2026, described active work to put the remedies into operation. It reported that the Technical Committee had five members and was developing compliance systems and remedy templates. The report also described a dispute concerning a source-code access agreement.
The same report set October 6, 2026, as the deadline to file a recommended syndication template and any outstanding objections. The available information does not establish whether that filing occurred or whether the court has since acted on it. A template and compliance process help translate broad obligations into workable procedures; they do not by themselves change the court’s decision on Chrome divestiture.

What the appeal does—and does not—tell us
The DOJ case page lists a government appellate filing dated July 28, 2026, and the associated brief is identified as a response brief and opening brief on cross-appeal. That confirms appellate proceedings were active, but the filings available through October 8, 2026, do not establish a final appellate decision. It would be inaccurate to describe the appeal as resolved or to claim that a Chrome sale is now pending under the district court’s judgment.
The practical status has two tracks: implementation of the district court’s selected remedies and appellate review. Later court orders or appellate decisions could affect the legal obligations, so readers following the case should distinguish dated implementation reports from a final ruling on appeal.

What this means for Chrome users
The remedies described in the judgment concern Google’s business conduct, access to specified search data and syndication services, and oversight of compliance. They do not order Chrome to be shut down or transferred to a new owner. The case could affect how search competition and distribution arrangements are governed, but the filings summarized here do not establish a particular change to an individual user’s browser, account or settings.
