How a planned pig sale fell apart
Reuters reported on May 22, 2025, that Indiana veterinarian and breeder Mike Lemmon had spent more than a year working on a planned sale of pedigreed pigs to a Chinese buyer. The deal was valued at $2.4 million. Within a week of China’s April retaliatory tariffs, the buyer canceled the purchase. Many of Lemmon’s pigs were then sold to a local slaughterhouse for less than $200 each, far below their reported breeding value of $2,500 to $5,000 apiece. Those figures come from Reuters’ account of the transaction and the people involved, not an independently audited valuation. (Reuters, May 22, 2025)
For a breeder, the difference is not simply between two sale prices. Pedigreed breeding animals are produced and marketed for their genetics; when the export buyer disappears, a slaughter sale may recover only a fraction of the expected value. The reported $2.4 million describes the canceled transaction’s planned value. It does not establish that Lemmon lost that entire amount in cash, nor does it quantify losses for the wider sector.
Why tariffs threatened more than one transaction
The pig sale was part of a larger trade shock affecting specialized U.S. livestock exports. China had been an important buyer of U.S. breeding pigs and genetic material, including cattle semen. Exporters told Reuters that cancellations and uncertainty could damage established commercial relationships and encourage buyers to source from competitors, including Denmark. Reuters also reported canceled foreign sales affecting an Arkansas business specializing in sheep and goat genetics. The report did not provide a comparable dataset that would support ranking the losses across breeders or product categories. (Reuters, May 22, 2025)

Several industry figures in that report describe the scale of exposure, but they should be read in their dated context. Reuters put the value of the U.S. hog industry at $37 billion; that is not the value of the breeding-pig niche. Jay Weiker, then president of the National Association of Animal Breeders, said China had been buying one-quarter of U.S. cattle semen imports. That was an attributed industry statement in 2025, not a current share or a measure of shipments specifically lost to tariffs.
Breeder and exporter Tony Clayton described the reputational risk in Reuters’ report: “We’ve got brand damage now. There’s not a week that goes by without clients asking what’s happening with the U.S.” He added, “I don’t know how we can put this back together. This is long-term damage.” Those comments capture a business risk beyond a canceled invoice: buyers may hesitate to commit to future shipments if they cannot predict whether trade rules, approvals, or market access will hold.

Tariffs were not the only barrier
Tariffs can raise the cost of a shipment or change its commercial viability, but livestock trade also depends on animal-health rules and regulatory approvals. Live breeding animals and semen are not interchangeable products: they involve different transport arrangements and may face distinct sanitary and market-access requirements. The 2025 pig cancellation followed retaliatory tariffs; it should not be treated as proof that tariffs explain every restriction or lost sale in livestock genetics.
The Office of the U.S. Trade Representative (USTR), in its 2026 National Trade Estimate, said China closed its market to U.S. bovine semen on February 21, 2025, citing bluetongue-virus concerns. USTR said China had previously been the top destination for U.S. bovine semen. The report also describes disputes involving pork inspections and beef facility registrations. These are the U.S. government’s assessments of trade barriers, not a finding that every restriction arose from the same cause as the pig buyer’s cancellation. (USTR, 2026 National Trade Estimate)

What changed after the 2025 shock
The 2025 cancellation and the later official updates describe different points in time. In a May 18, 2026 statement, USTR said China had reduced some agricultural non-tariff barriers and begun re-registering certain U.S. meat-export facilities. Ambassador Jamieson Greer said, “The Chinese have already moved to re-register them, which means that they can export to China…” In that statement, “them” referred to meat-export facilities—not semen exporters or livestock genetics businesses. The announcement therefore does not establish that the bovine-semen closure or every animal-health and facility-access restriction had been resolved. (USTR, May 18, 2026)
A USDA Foreign Agricultural Service report on China’s livestock market says China removed certain additional 10% to 15% tariffs on 740 U.S. agricultural products, including beef and pork, effective November 10, 2025. The report also says reciprocal tariffs and some other measures remained. Its tariff tables concern beef and pork products; they should not be applied to breeding pigs, cattle semen, or other genetic material without evidence specific to those products. What the episode means for breeders and buyers
The immediate financial exposure is clearest in Lemmon’s reported transaction: the expected export sale was canceled, and many animals were reportedly disposed of at slaughter prices far below their breeding values. The wider consequences are less precisely measured. Reuters described concerns about lost sales and buyer confidence, but the cited sources do not provide a verified sector-wide loss total or comparable figures for individual exporters.

- Different products, different rules: live breeding animals, semen, and meat products can face different logistics, tariff treatment, and sanitary or registration requirements.
- Improvement in one area versus full market reopening: the 2026 USTR update on meat-facility re-registration does not by itself show that access for U.S. livestock genetics was restored.
Reuters also reported that White House spokesperson Kush Desai said the administration was “working around the clock to secure billions of dollars in even more opportunities with our other trading partners.” That statement described the administration’s response at the time; it does not quantify replacement sales for breeders whose China orders were canceled.
