The 2024 plan listed 86 apartments and 11 townhouses; PerthNow’s June 2026 completion report counted 87 apartments and 11 townhouses. The project was announced amid a reported 0.5 per cent Perth rental vacancy rate in May 2024, but that figure is historical, not a current market reading.
What is Serai, and where is it?
Serai is Megara’s residential development at 21 McCabe Street in North Fremantle, Western Australia. Megara’s official project site describes two-, three- and four-bedroom apartments, four-bedroom townhouses and penthouses. It says the completed development is ready for residents and open for viewings. The site promotes premium finishes and European appliances; it also cautions that images may be indicative and furniture illustrative.
The development was conceived as a residential project with shared facilities. Its architect, Felipe Soto, said on the project site: “We wanted to create spaces where you can come together and meet your neighbours.”
How many homes were proposed, and how many were reported complete?
The count changed between the original announcement and later completion coverage. PerthNow’s July 2024 article described a seven-storey project with 86 apartments and 11 townhouses, or 97 dwellings in total. It forecast completion by early 2026. In June 2026, PerthNow reported that construction was complete and listed 87 apartments and 11 townhouses, or 98 dwellings.

The one-apartment difference is a discrepancy between the dated reports; the available sources do not explain why the count changed. The later report’s figure should not be silently substituted into a description of the original proposal.
What amenities does the completed development include?
PerthNow’s June 2026 report describes a heated pool, gym, outdoor firepit, dining spaces and an outdoor cinema among the shared amenities. The 2024 announcement had also mentioned exercise facilities, an outdoor cinema and an on-site cafe. The later list does not establish whether the cafe was ultimately delivered, so it should not be treated as a confirmed completed amenity on that basis.

Serai’s site also presents the homes as close to public transport and local hospitality. These are location and developer-positioning points, not a measure of how much the project changes housing access across Perth.
What did the rental-market figure in the 2024 headline mean?
The original article’s “bleak rental market” framing referred to a Perth rental vacancy rate of 0.5 per cent in May 2024. PerthNow attributed the figure to the Real Estate Institute of WA (REIWA), and reported earlier comparison points of 1.1 per cent in May 2022 and 0.7 per cent in May 2023. It also said REIWA considered a vacancy range of 2.5 to 3.5 per cent balanced.

These are historical figures reported by PerthNow, not a current vacancy-rate update. They provide context for the 2024 announcement but do not show today’s rental conditions or establish that Serai resolved rental pressure.
Who was the development aimed at, and what was reported about sales?
Megara director Jamie Clarke said in the June 2026 PerthNow report: “We’ve seen strong uptake because our market is predominantly downsizers, and local downsizers.” PerthNow described buyers as predominantly local downsizers and reported that the development was approaching 90 per cent sold, with a final release of 10 apartments starting to sell. That is a dated June 2026 snapshot, not live inventory or a guarantee that any particular home remains available.

Clarke also linked medium-density housing to infrastructure and location, saying: “Medium density is needed in a variety of locations. Sensible planning is required to utilise your existing infrastructure, and we’re seeing developments within proximity of the train system being quite important.” This is his view on planning and housing supply. The reporting does not establish how many renters, if any, Serai will accommodate, or quantify an effect on Perth-wide rents or vacancy.

A WA planning-panel record for its 21 November 2024 meeting concerns an amendment to external materials for the approved mixed-use development at 19–21 McCabe Street. The planning description calls it an eight-storey development. The record says Fremantle Council considered an officers’ recommendation for refusal on 13 November 2024 and passed an alternative recommendation for approval. This is a planning-process detail; it is separate from the 2026 reports that the project was built and complete.

Are prices or homes still available?
The original July 2024 PerthNow report gave a price range from $699,000 to $14 million. That is historical launch coverage, not a current price list. The June 2026 report’s sales status is also time-specific. For current availability, pricing, inspections or inclusions, check directly with Megara rather than relying on either article’s snapshot.
