The Pacific Northwest Hydrogen Hub lost its federal funding agreement in October 2025, but the widely reported “$1 billion” was the maximum federal cost share—not money already paid. The U.S. Department of Energy’s initial Phase 1 award was $27.5 million, for planning and development. The hub’s future funding and legal status remain unresolved in the records available through July 2026.
What the $1 billion figure means
In July 2024, the U.S. Department of Energy (DOE) announced an award of up to $1 billion in federal cost share for the Pacific Northwest Hydrogen Hub (PNWH2). That was a potential maximum across project phases, not a single unconditional payment. Additional funding depended on later phase decisions. DOE’s 2024 awardee fact sheet lists $27.5 million as the initial Phase 1 award.

Those amounts describe different things: the maximum potential federal contribution, the initial federal tranche, and the total cost of Phase 1. They should not be treated as interchangeable.
What the proposed hub was meant to do
PNWH2 was one of seven regional hydrogen hubs selected by DOE. Led by the Pacific Northwest Hydrogen Association, it was designed as a network connecting hydrogen production, transportation, storage and potential users in Washington, Oregon and Montana. DOE’s awardee fact sheet lists eight nodes and 19 sub-recipients, with locations including Richland, Chehalis, Ferndale and St. Regis, as well as communities in Oregon.

The proposal centered on producing hydrogen through electrolysis using renewable or other carbon-free electricity. Possible project components included liquefaction and storage, pipelines or other connections, fueling infrastructure, and demonstrations for uses such as fuel-cell trucks and buses, cargo-handling equipment, stationary fuel cells, agriculture and industry. These were proposals subject to planning, environmental review, phase decisions and permits—not completed infrastructure.
DOE’s stated targets were goals, not results
DOE’s 2024 fact sheet described intended production of at least 335 metric tons of hydrogen per day using at least 95% carbon-free energy feedstock, with a longer-term goal of 100% by 2035. It also set a goal of reducing emissions by 1.7 million metric tons per year. These figures were targets for the proposed hub, not measured production or emissions reductions.

A separate DOE environmental review summary describes a planned scale of up to 300–400 metric tons per day and approximately 10 projects. The page and awardee fact sheet use different production figures and project counts; they are separate DOE descriptions of planned scope, not evidence of what the hub built or produced.
What happened to the funding
On October 2, 2025, the Pacific Northwest Hydrogen Association said DOE had cut funding for the hub and that it would continue supporting project and industry partners. That statement describes the association’s position; it does not independently establish that every partner project continued.

In February 2026, Washington’s attorney general announced that Washington and 12 other attorneys general had filed suit challenging federal terminations of energy and infrastructure awards. The state said the awards at issue included more than $27 million for PNWH2. That is the state’s characterization of the funding challenged in the lawsuit.
A July 2, 2026 order in State of California et al. v. Wright et al. denied a motion to dismiss certain claims and denied a request to transfer the case. The order recounts allegations concerning DOE terminations, including cooperative agreements involving PNWH2. It is a procedural ruling, not a decision restoring the hub’s funding or resolving the merits of the dispute.

The amount of water should not be too much to prevent water from flowing into the battery. After adding water, connect the hydrogen gas outlet on the water electrolyzer to the hydrogen gas inlet on the electrical energy with a gas pipe.
- 5.Then connect the 6V-12V DC power supply to the positive and negative wiring of the water electrolyzer part, and connect the transportation line of the electrical part to the electric energy after 2-3 minutes, the small motor starts to work, and the current is displayed on the current and voltmeter. Positive value.
On July 30, 2026, Senator Maria Cantwell’s office called for funding to be restored and described DOE court filings in the broader dispute as acknowledging cancellations based on states’ political identity. That is the senator’s office’s account of those filings; it does not establish that PNWH2’s award was reinstated.

The available records through July 2026 do not establish whether DOE or a court restored any part of PNWH2’s cooperative agreement, or whether the award received a final disposition specific to the hub. The lawsuit challenged the termination, but the July order did not restore the award. The hub’s funding outcome therefore remains unresolved in those records.
