Woodvale Corner: $35m Shopping Centre Refused; Separate Housing Plan Proposed

Western Australia refused the proposed $35 million Woodvale Corner shopping centre in December 2025. A separate application proposes 70 residential lots, but its outcome is not established on the official consultation page.

The proposed $35 million Woodvale Corner shopping centre was refused by Western Australia’s Statutory Planning Committee on 10 December 2025. The plan had forecast substantial extra traffic and prompted concerns about vegetation, Yellagonga Regional Park and Cockman House. A separate application now proposes housing on the site, but the available official consultation page does not record a decision on it.

What was planned for the Woodvale shopping complex?

The commercial proposal was for a 34,952-square-metre site at Wanneroo Road and Woodvale Drive in Woodvale. Prepared for SPG Capital Fund 10 Pty Ltd, it was reported in March 2025 as a development worth $35 million. The proposed uses included:

  • An Aldi supermarket, two drive-through fast-food outlets and a service station with a 24-hour convenience store.
  • A gym, childcare centre and three-storey self-storage facility.
  • Bulky-goods showrooms and a cafe or restaurant with alfresco dining.
  • 245 parking bays.

These were elements of an application, not businesses that opened. The application also estimated $26.3 million in sales for shop and retail uses, 25 full-time jobs at the proposed Aldi, and about 110 full-time equivalent positions across the proposed fast-food outlets and childcare centre. Those were applicant estimates reported by PerthNow, not audited results or jobs created.

How much traffic would the proposal have generated?

The development application estimated that the proposed centre would generate 7,650 vehicle trips per day and that traffic on Woodvale Drive would rise to 13,380 vehicle trips per day. These are application forecasts reported by PerthNow, not measured traffic counts or evidence of traffic that occurred.

During the application process, objections raised the road’s existing pressure, access and intersection capacity, and the safety of schoolchildren walking or crossing near Woodvale Secondary College. Concerns also touched on how costs and impacts would fall across the neighbouring cities of Wanneroo and Joondalup. PerthNow reported that Main Roads had agreed to intersection modifications, including signals; a local councillor argued that this would not resolve effects along Woodvale Drive. The committee minutes also record discussion of access and whether a service road could mitigate access effects, alongside coordinating traffic and intersection upgrades through a local structure plan.

What environmental and heritage concerns were raised?

The environmental assessment submitted with the application, prepared by PGV Environmental, identified about 15,700 square metres of native vegetation, described in the report as predominantly degraded native sheoak. The application’s black cockatoo habitat assessment found low habitat value because foraging habitat was limited, while noting two jarrah trees that could potentially become breeding sites in the future. These are findings from the submitted assessment as reported by PerthNow, not a separate independent assessment.

Local concerns focused on the site’s proximity to Yellagonga Regional Park and a Conservation Category Wetland. A councillor cited a Department of Biodiversity, Conservation and Attractions recommendation for a buffer of 200 metres or more and raised concerns about wildlife connectivity and road noise. Those concerns were distinct from the application’s habitat findings.

The committee’s refusal reasons addressed the development’s interface with both Yellagonga Regional Park and Cockman House. It cited the proposal’s bulk, scale, hardstand, built form and lack of vegetation retention as affecting the site’s context and local amenity, particularly around Cockman House.

Why did the committee refuse the commercial application?

The Statutory Planning Committee refused application SD-023-24 on 10 December 2025. Its formal reasons included:

  • Structure-planning matters had not been adequately addressed, raising concerns about orderly planning, ad-hoc uses and uncoordinated development.
  • The proposal was inconsistent with State Planning Policy 4.2 – Activity Centres.
  • The development’s interface with Yellagonga Regional Park and Cockman House was not adequately managed.
  • Bulk, scale, hardstand, visual quality and limited vegetation retention raised concerns about local amenity.

The committee’s formal reason stated: “The proposed development is inconsistent with the principles of orderly and proper planning.” The signed minutes include an earlier recommendation to approve, but record that an alternative motion to refuse was carried. The final decision was refusal. The committee minutes and official register, last updated 6 October 2026, record the application as determined and refused.

Traffic and access formed part of the dispute, but local objections should not be confused with the committee’s full formal reasoning. In May 2025, Wanneroo said it would strongly object, citing traffic and a need for more detail in the application’s environmental information. Its Director of Planning and Sustainability, Mark Dickson, said: “We don’t support an activity centre in this location.” Joondalup CEO James Pearson said: “The city’s submission will focus on assessing the impact of the development rather than proposing alternative uses for the site.” Those were the cities’ positions during the application process, not the state committee’s determination.

Is there a later housing proposal for the site?

Yes. A separate application for Lots 803 (No. 20) Ancestor Retreat and 900 (No. 567) Wanneroo Road proposes a residential subdivision of 70 lots at R30 density, with 3,580 square metres for public open space and drainage and a local movement network. The Western Australian Department of Planning, Lands and Heritage says the application was made by Urban & Regional Planning Solutions (WA) on behalf of Strategic Property Group. Its consultation period ran until 7 October 2026, after which it would be assessed. The official consultation page does not establish a later decision. This housing proposal is separate from the refused commercial application; it should not be described as approved or as a revived version of the shopping centre.
