Europol says an international operation targeted three suspected fraud and money-laundering networks linked to the alleged misuse of payment-card data from more than 4.3 million cardholders in 193 countries. The action, called Operation Chargeback, involved more than 60 searches and 18 executed arrest warrants, according to Europol’s announcement on 5 November 2025. The figures describe reported cardholder exposure and investigative estimates—not a finding that every cardholder lost money or that any suspect has been convicted.
What happened in Operation Chargeback?
Coordinated action took place on 4 November 2025. Europol and Eurojust coordinated the operation; Germany’s General Prosecutor’s Office in Koblenz and the German Federal Criminal Police Office led the German investigation. Europol said the operation targeted three suspected networks involved in fraud and money laundering. Europol’s announcement describes the operation and its reported results.
BleepingComputer reported that investigators from Germany, the United States, Canada, Singapore, Luxembourg, Cyprus, Spain, Italy and the Netherlands were involved. Europol Executive Director Catherine De Bolle was quoted by BleepingComputer as saying, “Operation Chargeback is a testament to the power of international cooperation in dismantling complex criminal networks.” BleepingComputer’s report is the source for both the country list and the quotation.
How did the alleged fraud work?
Europol says the suspects allegedly used stolen card data from 2016 to 2021 to create around 19 million fake online subscriptions. The subscriptions were primarily associated with websites for pornography, dating and streaming. That is the alleged method described in the operation announcement; the announcement does not establish that every exposed cardholder was charged or identify a confirmed loss for each person.

What do the 4.3 million and financial-loss figures mean?
Europol reported that card data from more than 4.3 million cardholders across 193 countries was allegedly misused. “Cardholders” is the reported measure: it should not be treated as a verified count of unique individuals, confirmed victims, or people who each suffered a financial loss.

Those figures describe the action reported at that time; they do not, on their own, establish subsequent charges, trial results, convictions or later case developments.

The operation announcement does not name particular banks, merchants, or cardholders to contact. If you are concerned about your own account, use the contact details on your card or your bank’s official website, review recent transactions, and report any charge you do not recognize promptly. A cardholder count in an investigation does not prove that your card was involved.
