On November 30, 2017, Nokia said it was not in talks to acquire Juniper Networks and was not preparing an offer. The statement responded to reports of a possible deal; it did not confirm a transaction or address Nokia’s intentions after that date.

What Nokia said on November 30, 2017

Nokia said it generally did not comment on market rumors, but issued a statement because reports about a potential Juniper Networks acquisition were specific. Its official wording was: “Nokia is not currently in talks with, nor is it preparing an offer for, Juniper Networks related to an acquisition of that company.” Nokia’s statement was dated November 30, 2017. The company also filed it with the U.S. Securities and Exchange Commission on Form 6-K that day.

The statement was attributed to Nokia Corporation; no individual spokesperson was named. It addressed whether the company was then in acquisition talks or preparing an offer. It did not establish what the parties may have discussed privately beyond that wording, nor what either company intended later.

Where the reported $16 billion figure came from

Contemporaneous coverage said CNBC had reported possible talks and a potential deal valuing Juniper at about $16 billion, citing unnamed sources. That figure was part of speculative reporting—not an offer Nokia confirmed, an agreed price, or an announced transaction. Fierce Network and Light Reading described the report and its anonymous sourcing.

How markets reacted at the time

Reuters reported that Juniper shares fell 8% in pre-market trading on November 30 after Nokia’s denial. That is a contemporaneous report of the immediate market reaction, not a measure of Juniper’s later performance. Reuters coverage republished by Investing.com also attributed the approximately $16 billion valuation to CNBC sources.

What the denial does—and does not—tell us

  • It tells us Nokia’s stated position on November 30, 2017: the company said it was not then in acquisition talks with Juniper and was not preparing an offer.
  • It does not confirm a deal: the reported valuation was unconfirmed and no offer or transaction was announced in Nokia’s statement.
  • It is not a statement about the present: a dated denial cannot establish either company’s current intentions or rule on events after November 30, 2017.
