NASA’s FY2023 economic impact study estimates that the agency’s programs and related activity generated more than $75.6 billion in gross economic output across the United States. NASA received $25.6 billion in congressional appropriations that fiscal year, so the output estimate is just under three times the appropriation. That is a comparison of scale—not proof that NASA returned nearly $3 in net value for every taxpayer dollar.
What does NASA’s $75.6 billion economic impact include?
NASA’s FY2023 Economic Impact Report, published October 22, 2024, estimates more than $75.6 billion in economic output across all 50 states and Washington, D.C. The figure covers modeled activity associated with NASA programs, facilities, procurement, its workforce, and related economic effects. NASA describes its share of the U.S. budget as less than 0.5%. NASA’s FY2023 report presents this as an estimate of economic impact, not as a tally of agency revenue or profit.
“Output” is a measure of production and sales across the economy. It can count the value of transactions at multiple stages—for example, a supplier’s sale of a component and a contractor’s later sale of a finished product. It is therefore not interchangeable with GDP. Value added, which removes intermediate inputs, is closer to GDP; neither measure by itself establishes how much activity is net new because of NASA.
How does the estimate compare with NASA’s budget?
NASA’s FY2023 Agency Financial Report records $25.6 billion in congressional appropriations, including $556.4 million for disaster relief. Comparing the report’s $75.6 billion-plus modeled gross output with that $25.6 billion appropriation gives a ratio just under three to one. The two figures are not the same kind of accounting measure: one is modeled economy-wide gross output, and the other is congressional budget authority. This ratio should not be described as a taxpayer return or as “three dollars back” for every dollar spent. Establishing net return would require a defined counterfactual—what economic activity would have occurred without NASA—as well as treatment of opportunity costs and a time horizon. Appropriations also differ from actual outlays, so the comparison is not an accounting of cash spent against cash received.
How does NASA generate economic activity?
The study uses an input-output model and IMPLAN software to estimate direct, indirect, and induced effects. Direct effects include NASA-related spending and employment. Indirect effects represent purchases by suppliers and their supply chains. Induced effects estimate additional activity when employees and others spend income connected to those direct and indirect activities.

In practical terms, a NASA contract can support a contractor’s payroll and purchases from suppliers; those suppliers may then buy materials or services elsewhere. The model traces these linked relationships to estimate total activity. The result depends on the model’s assumptions and on the economic relationships represented in its data—it is not a count of transactions that can each be uniquely attributed to NASA.
What does the study estimate for jobs and taxes?
NASA’s study estimates nearly 304,803 jobs supported nationwide and $9.5 billion in combined federal, state, and local tax revenues. These are modeled estimates associated with NASA activity, not independently verified counts of jobs that would otherwise not exist or a guarantee of tax receipts in a particular year. The NASA Economic Impact Study, 2023, produced with the Nathalie P. Voorhees Center, used 2022 industry data—the most current dataset available when the study began. Its input-output approach assumes that key features such as employee locations and industry purchasing relationships remain sufficiently stable to estimate how activity flows through the economy. The study notes that large economic shifts can change those relationships and may require reevaluating the model. The study describes its data, multipliers, and assumptions.
Accordingly, the $75.6 billion figure is best read as NASA’s modeled estimate of gross economic activity associated with FY2023 programs and related activity, using a specified dataset and methodology. It does not show that every dollar of output was caused solely by NASA, nor does it measure net benefit after accounting for alternative uses of public funds. For context on the agency’s requested funding rather than its enacted appropriations, NASA’s FY2023 budget request is a separate document and should not be substituted for the appropriation figure.
