Ontario’s Ticket Resale Law After the Blue Jays World Series Price Controversy

Ford’s 2025 call to re-examine ticket scalping was not the law change. Ontario’s amended statute, effective June 10, 2026, now limits secondary resale prices to the original total paid plus specified charges and taxes.

Ontario’s 2025 Blue Jays World Series ticket controversy prompted Premier Doug Ford to say the province would re-examine ticket scalping. That was a political statement, not a change in the law. Ontario subsequently amended its Ticket Sales Act, 2017: the consolidated statute effective June 10, 2026 generally caps secondary-market ticket sales at the total price paid to the primary seller, with specified resale fees, service charges and taxes allowed.

What happened during the 2025 Blue Jays controversy?

On October 22, 2025, amid criticism of World Series resale listings, Premier Doug Ford said Ontario would re-examine or consider action on ticket scalping. At the time, that was a review statement—not a new price cap. CTV News reported Ford’s response, while Global News reported that tickets were listed above $2,000 less than two hours after primary sales began. That was a snapshot of asking prices, not evidence that tickets sold for those amounts.

On October 27, Toronto Councillor Alejandra Bravo told the city’s Economic and Community Development Committee that World Series resale tickets were going for up to $10,000. Her submission also said a Toronto World Series ticket in 1993 cost less than $32. Those are claims in advocacy correspondence, not audited transaction figures or a like-for-like price comparison. Bravo argued, “Everyone should get a fair shot at participating in these historic moments in our city.” Her committee submission documents that position; it does not establish how many tickets sold at elevated prices or what a representative buyer paid.

What is Ontario’s ticket resale law now?

The operative rule is in Ontario’s Ticket Sales Act, 2017, as consolidated from June 10, 2026—not in the earlier political statement or the first-reading version of a bill. The Act prohibits making a ticket available for secondary sale, or facilitating a secondary sale, for more than the total price paid to the primary seller, plus applicable fees, service charges and taxes charged by the secondary seller or platform operator. Read the current consolidated statute for the exact wording and application.

In practical terms, the ceiling is not necessarily the ticket’s printed face value: the statutory anchor is the total originally paid to the primary seller. Nor is it an unrestricted permission to add any amount a seller chooses. Only the applicable charges and taxes specified by the Act are included in the resale calculation.

The government announced the change on March 20, 2026, saying “original cost” means the total paid to the primary seller and that resale fees and taxes are considered. That announcement explains the policy; the current statute governs. Ontario’s announcement quoted Minister Stephen Crawford saying the government was acting to help fans access fair resale prices and avoid price gouging.

How did the proposal become law?

  1. October 2025: Ford’s response to the Blue Jays resale controversy was a statement that Ontario would look at the issue. It did not itself alter the law.
  2. March 20, 2026: Ontario announced proposed amendments to prohibit resale above original cost, with applicable resale charges and taxes considered.
  3. March 23, 2026: Bill 94, the Putting Fans First Act (No Ticket Resales Above Face Value), 2026, received first reading and was ordered for second reading. The Legislative Assembly bill page is legislative history, not the controlling source for today’s requirements.
  4. June 10, 2026: The consolidated statute states that the current provisions run from this date. Ontario also brought enhanced administrative-penalty measures into effect that day.

What should buyers and sellers check?

  • Check the original-price basis. Ontario says applicable secondary-platform listings must show proof of the original ticket price. Compare the listing with the primary seller’s total, not just a resale seller’s description of face value.
  • Inspect the full checkout total. The legal calculation includes applicable resale fees, service charges and taxes as specified in the Act. A displayed ticket price alone may not show the complete amount.
  • Keep records. Save the listing, checkout breakdown and any evidence of the original ticket price. These can help you understand or raise a concern about a transaction.
  • Use Ontario’s current guidance for exceptions and other rules. The province says the price-cap and guarantee rules do not apply to resales for the benefit of a registered charity, and also describes a prohibition on automated ticket-buying software. How is Ontario enforcing the cap?

Ontario’s strengthened measures, effective June 10, 2026, raised the maximum administrative penalty for repeat offenders to $25,000 and allow the designated director to publicly identify ticketing businesses against which enforcement action has been initiated. The maximum is a statutory ceiling for repeat offenders, not an automatic penalty for every listing. The government’s enforcement announcement describes the measures.

On August 28, 2026, Ontario reported that SeatGeek Canada Inc. received a total $25,000 penalty for contraventions of the Act. That is a specific enforcement example; it does not show that every listing complies or that the cap has eliminated scalping. Read the province’s bulletin about the SeatGeek penalty.

What the World Series prices do—and do not—show

The reported figures explain why the issue drew attention, but they should not be mistaken for a market-wide price measure. Global’s above-$2,000 figure concerned listings shortly after primary sales opened; Bravo’s up-to-$10,000 figure appeared in a councillor’s committee submission. Neither establishes a completed sale, the share of tickets resold at high prices, or a representative transaction price. Ontario’s later law addresses the permitted resale price; it does not retroactively change what those 2025 reports recorded.
