Valve’s October 22, 2025 update changed how players can obtain some of Counter-Strike 2’s most valuable virtual items: five Covert-quality items can now be exchanged through a Trade Up Contract for a knife or gloves, subject to the contract’s rules. A contemporaneous estimate put the market’s value down by roughly $3 billion after the change. That figure describes an estimated change in aggregate market value—not $3 billion in confirmed cash losses by sellers.
What Valve changed in October 2025
Valve’s October 22, 2025 update notes expanded Trade Up Contracts, which let players exchange items of the same quality for an item one tier higher. The update’s wording was: “Extended functionality of the ‘Trade Up Contract’ to allow exchanging 5 items of Covert quality.”
- Five regular Covert items can be exchanged for a regular knife or gloves from one of the selected collections.
- Five StatTrak Covert items can be exchanged for a StatTrak knife.
Before this change, knives and gloves were obtained through cases or by purchasing them on the market, according to contemporaneous reporting. The contract change therefore introduced another way to obtain some high-tier items; it did not make every knife or glove available through every contract.
What the reported $3 billion decline means
Tom’s Hardware reported on October 25, 2025, citing Price Empire, that the estimated market value had peaked above $6.08 billion before the announcement and then fallen to $3.08 billion—a roughly $3 billion decline. Those figures are a third-party valuation estimate reported by a news outlet, not a record of completed sales or money paid out to sellers. The Tom’s Hardware report does not establish that holders sold their items, or that the inventory could all have been sold at the aggregate estimate.

That distinction matters for anyone interpreting the headline as a personal-finance loss. An estimated inventory value can fall when market expectations or prices change; it is not equivalent to the cash loss realized by an individual unless that person sells at a lower price. Nor does an aggregate valuation establish what any particular item or portfolio was worth in a completed transaction.
How large was the market before the update?
A separate historical figure provides context, but it is not a directly comparable post-update measurement. A February 2026 New York Attorney General pleading recited a Bloomberg figure that the Counter-Strike skins market surpassed $4.3 billion in March 2025. The PDF identifies itself as an unreviewed pleading copy that could be rejected by the county clerk, so this is a figure repeated in a filing—not a court finding. It is also a different date and attribution from the Price Empire estimate reported by Tom’s Hardware.

Because valuation snapshots may use different providers or methods, they should not be treated as a continuous, apples-to-apples price series without comparable methodology. Estimated inventory value and completed transaction proceeds are different measures.
What changed after the crash report?
May 2026: demand-responsive sticker prices
In May 2026, Valve announced a redesigned Major Shop for IEM Cologne. Its announcement said sticker token prices would respond to relative demand. If a sticker’s price fell by at least 25 tokens within 24 hours after redemption, the buyer would receive a token refund for the difference. This was a later shop feature; it does not show that Valve reversed the October 2025 Trade Up Contract change.

May 21, 2026: Souvenir items in contracts
Valve also announced on May 21, 2026 that Souvenir-quality items could be selected in Trade Up Contracts. The Souvenir attributes are removed, and the contract returns a normal item one quality tier higher. This is a separate contract change, not the five-Covert-items rule that prompted the 2025 market reaction.

The dated figures establish that the market was estimated above $6.08 billion before the October 2025 announcement by Price Empire, as reported by Tom’s Hardware, and that a Bloomberg figure recited in a February 2026 pleading put it above $4.3 billion in March 2025. They do not establish the market’s value as of October 8, 2026, or how it moved after the reported low. A current figure would need a dated valuation and a clear methodology; the historical estimates should not be presented as today’s market value.
