It is not an approved redevelopment: the City of Stirling has not announced a final use, chosen a developer or set a construction date.
What has changed at the old Stirling tip site?
The City of Stirling has appointed contractors to investigate the vacant former landfill at Civic Place, beside the City’s Administration Centre and the Mitchell Freeway in Stirling City. The work is intended to establish what material is present, how stable the ground is and the extent of contamination. Those findings are needed to assess remediation and whether development is feasible. The City announced the investigations on 13 May 2025.
The site’s history explains why this technical work comes before a development decision. PerthNow reports that it operated as a municipal tip from 1958 to 1980, taking domestic, organic and industrial waste. The City’s later financial statement describes the former landfill as having been used for degradable and household wastes. PerthNow reported on the site’s history and proposals on 17 May 2025.
What is known about contamination and remediation?
In its February 2026 financial material, the City says the Civic Place former landfill is listed on the Department of Water and Environmental Regulation’s contaminated-sites register as “Contaminated – remediation required.” The statement also identifies asbestos-containing material in stockpiled silos. PerthNow separately described asbestos material in stockpiled soils; those are distinct descriptions from different sources, not a published account of measured contamination levels. The City’s Audit, Risk and Improvement Committee agenda, dated 16 February 2026, includes the financial statement.

The City says it cannot yet estimate remediation costs. Further investigation and risk assessment are needed, as is agreement with DWER on whether a risk-based approach is appropriate and what criteria it should use. The available City material does not give contaminant concentrations, a remediation method, a final cost or a timetable. That means the City’s $2.2 million commitment should not be read as the cost of cleaning up the site: it covers remediation investigation works and land staging and subdivision planning. The City’s Stirling City project page, last updated 16 April 2026, describes that investment.
What could the site be used for?
The City’s current project page frames the land as a potential sports and recreation precinct, with community areas, elite sporting clubs and playing fields. It also says the site may offer an opportunity for housing. The City’s 2025 announcement described earlier planning scenarios that included schools, public open space, sport and recreation, and commercial and residential development.

These are possibilities, not approvals. No final scheme is established in the City material cited here, and the available sources do not quantify the relative benefits or feasibility of recreation, housing, commercial activity or other uses. Each would depend on the investigation results, remediation planning, approvals and funding.
PerthNow reported that sporting clubs and development companies had shown interest and that Pelligra Group, owner of Perth Glory, had reportedly held discussions with the City about possible use of the site. That report does not establish that Pelligra is a preferred or appointed developer. The City’s project material describes enquiries and market sounding but does not name a selected developer. PerthNow’s 17 May 2025 report also refers to a 10-hectare area in connection with the reported interest; the City project page does not confirm that parcel measurement.

Where does the process stand?
The City commissioned an initial study of likely contamination and remediation options, timing and costs in 2023, according to the City and PerthNow. Contractor appointments for detailed investigations followed in May 2025. The City’s 2025–2029 corporate plan schedules continued investigation of the site’s redevelopment potential, while its February 2026 financial statement says the scope and risk still need to be investigated. The Corporate Business Plan was presented with the Council agenda on 1 July 2025.
As of the City project page’s 16 April 2026 update and the February 2026 financial disclosure, the available material does not establish completed investigation results, a final remediation budget, a selected developer, an approved end use or a construction start date. The City said in May 2025 that market sounding would follow the investigations; the later material cited here does not confirm that this phase has been completed.

How the landfill fits into Stirling City planning
The landfill sits within the broader Stirling City Centre vision: a 351-hectare precinct within eight kilometres of Perth CBD, planned as a higher-intensity mixed-use centre around Stirling Station. The City lists transport links, cycling routes, public open space, commercial uses, community facilities and medium- to high-density housing among the precinct’s objectives.
The City’s May 2025 announcement says state and federal governments had invested more than $350 million in transport infrastructure supporting the broader Stirling City Centre vision, including the Stephenson Avenue extension. That is precinct-wide transport investment, not funding allocated to remediate this landfill. The City separately says it is seeking federal funding for infrastructure at the site itself.
