The contemporaneous application instructions directed candidates to the OPSC website to register, complete and submit an online application, and print a copy for reference. Advertised pay scale
The advertised scale was ₹44,900–₹1,42,400 at Level 10 of the pay matrix under the Odisha Revised Scales of Pay (ORSP) Rules, 2017, plus usual dearness and other allowances as sanctioned by the Odisha government. This is the pay scale in the notice, not an estimate of take-home pay.

A contemporaneous Scroll.in report dated 30 September 2024 described the eligibility requirements as:

- Age from 21 to 38 years as of 1 January 2024.
- A bachelor’s degree plus a one-year postgraduate diploma in journalism or mass communication, or a degree in journalism or mass communication.
- Adequate knowledge of computer applications.

Selection process described at the time
Scroll.in reported a four-paper written examination, with each paper carrying 100 marks, followed by a 30-mark viva voce. These are the reported marks for the 2024 recruitment; the available information here does not establish a result or later selection outcome for this advertisement.
