Short answer: Nooro is an electrical foot-stimulation pad, but the evidence available here does not establish that the finished product provides lasting relief or treats neuropathy, plantar fasciitis, edema, or other medical conditions. FDA records a 510(k) substantial-equivalence clearance for two named models; that is not the same as FDA approval of every advertised health claim. If you are considering a purchase, check whether the exact model suits you, review electrical-stimulation safety warnings, and save the return terms shown at checkout.
What is the Nooro Foot Massager?
Nooro’s U.S. product page describes a foldable pad used with a controller, adjustable intensity and modes, and a suggested routine of about 10–15 minutes a day. The seller says the package includes the pad, controller (also called an “emulator” on the page), charger, USB-C cable, manuals, and a habit tracker. Listed dimensions are 12.80 × 5.90 × 1.18 inches and stated weight is 0.25 lb. These are seller-provided specifications, not independent measurements: Nooro’s product page.
The same page lists a 3.7 V battery, 150 mAh capacity, and a frequency range of 1–100 Hz. Nooro describes the device as offering temporary foot-pain relief and makes claims involving circulation, swelling, cramping, and muscle relaxation. Treat those as marketing claims rather than established outcomes. The seller also says XF Agencija owns the Nooro trademark and is the sole authorized seller, and warns that similar-looking products may have different specifications.
What does FDA clearance mean for Nooro?
FDA’s database lists “Nooro Body & Foot Stimulator (SM9141, SM9142),” submitted by XF Agencija Limited as K243334. FDA received the submission on October 24, 2024, and recorded a substantially equivalent decision on November 22, 2024. The precise description is that the named models received a 510(k) substantial-equivalence clearance—not that the device is “FDA approved.” FDA explains that a 510(k) is a premarket notification pathway in which a device is compared with a legally marketed predicate; it is distinct from the premarket approval (PMA) pathway. FDA’s explanation is at Premarket Notification 510(k). The product page also displays “FDA Listing Number D494025”; that number is not the 510(k) number K243334, and the two should not be treated as interchangeable. The clearance record identifies specific models, so it does not establish that every offer or similarly named product is the same device.
The indications are not a blanket endorsement of the ads
FDA’s indications-for-use document separates TENS from EMS/NMES. For OTC TENS, it lists temporary relief of pain associated with sore and aching muscles after strain from exercise or ordinary household and work activities, as well as symptomatic relief or management of chronic intractable pain and arthritis pain. The OTC EMS/NMES language covers stimulation of healthy muscles to improve or facilitate muscle performance, improve tone or firmness, strengthen muscles, and temporarily increase local circulation in healthy lower-extremity muscles. It says this EMS/NMES use is “Not intended for use in any therapy or for the treatment of any medical conditions or diseases.” Read the FDA indications-for-use document.

Those categories should not be conflated: the TENS indications do not establish that an EMS mode treats neuropathy or plantar fasciitis. Nor does the clearance establish the broader set of outcomes promoted on the seller’s page.
Does the Nooro Foot Massager really work?
The evidence available here does not establish a clinical trial of the marketed Nooro foot massager as a finished product for neuropathy, plantar fasciitis, edema, or durable symptom relief. FDA’s clearance and indications describe regulatory status and permitted uses; they are not proof of every advertising claim. No reliable Nooro-specific effectiveness statistic, sample size, or success rate is established here.

Seller testimonials, customer counts, and review-page snippets are not controlled clinical evidence. Individual experiences can differ, and a favorable account cannot determine whether the device will help your particular symptoms.

Nooro’s seller page warns people with pacemakers and implantable cardioverter-defibrillators about exposure to electrical current or electromagnetic sources. FDA’s guidance for powered muscle stimulators lists cardiac demand pacemakers as a contraindication and advises caution with suspected or diagnosed heart problems, epilepsy, pregnancy, recent surgery, risk of hemorrhage, and skin without normal sensation. If any of those circumstances apply, consult a clinician and the instructions for the exact model before use. Reduced sensation deserves particular attention: a person may not reliably feel discomfort that would otherwise signal excessive stimulation or irritation. Follow the device labeling, and do not use the product as a substitute for medical evaluation of persistent or worsening symptoms.
What should you check before buying?
Confirm the exact model and seller
Match the model shown on the offer to the product and labeling you receive. FDA’s record applies to SM9141 and SM9142; it does not show that every similar-looking pad or every page using the Nooro name has identical specifications. The seller’s statement that XF Agencija is the sole authorized seller is the seller’s representation.
