The Joint Program Office and Lockheed Martin reached a final agreement covering Lots 18–19 in September 2025. The latest cited action, in September 2026, funded engineering changes to those lots—not a new overall production-lot agreement.
What was the status when Trump took office?
In December 2024, the U.S. Department of Defense listed a not-to-exceed $11,762,911,991 modification for production and delivery of 145 Lot 18 aircraft. The notice described the action as undefinitized, meaning the contract action had been issued before its terms were fully negotiated. It also included tooling support for Italy’s and Japan’s final assembly and check-out facilities. DoD contract actions reproduced in the contract history.
That December action did not amount to a finalized Lot 18–19 agreement. The later September 2025 agreement added Lot 19 and definitized Lot 18 quantities.

The $11.763 billion and $12.530 billion figures are rounded from the amounts in the respective DoD contract notices. Lockheed Martin described the September 2025 combined agreement as covering up to 296 aircraft for $24 billion in its January 2026 release, which reports the September 2025 announcement.

These amounts are not interchangeable price tags. The December 2024 action was an undefinitized modification; the later DoD modification and Lockheed Martin’s combined-agreement figure have different scopes and descriptions. Dividing an aggregate contract amount by the listed aircraft count would not establish a comparable flyaway price per aircraft.

The September 2025 contract record lists 148 Lot 19 aircraft. Its allocation is:

The December 2024 Lot 18 modification listed 145 aircraft, allocated as follows:
- U.S. Air Force: 48 F-35As.
- U.S. Marine Corps: 16 F-35Bs and five F-35Cs.
- U.S. Navy: 14 F-35Cs.
- Non-U.S. DoD program partners: 15 F-35As and one F-35B.
- Foreign Military Sales customers: 39 F-35As and seven F-35Bs.
These allocations come from the contract-history record reproducing the DoD actions. The 145-aircraft December Lot 18 quantity and the 148-aircraft September Lot 18 quantity refer to different contract stages; they should not be treated as identical finalized counts.

What is known about Lots 20–24?
In April 2024 congressional testimony, the F-35 Program Executive Officer described an intended move toward a larger block-buy strategy for Lots 20–24. The testimony said economic-order-quantity funding could support longer-term supplier investment and potentially reduce costs, with savings estimated at up to $1.1 billion. That was a potential saving dependent on funding and implementation, not a realized saving or proof that all five lots were later contracted together. The cited material does not establish the final production-contract status of Lots 20–22. Long-lead funding by itself does not establish that a production award has been made.

What the September 2026 modification does—and does not—show
A September 2026 contract-history entry lists a $52,116,731 modification for engineering changes to Lot 18–19 production, with work expected through July 2028. This is follow-on contract activity for those lots; it is not evidence of another new overall production-lot agreement. The entry appears in the contract history for N0001923C0003.
How to read the contract figures
- Check the date and stage: the December 2024 Lot 18 action was undefinitized; the September 2025 action definitized Lot 18 quantities and added Lot 19.
- Check which lots and aircraft the action covers, and whether a number is a DoD modification amount or a company’s rounded description of a combined agreement.
- Check the customer and variant allocation rather than assuming all aircraft are for U.S. forces.
- Do not infer a per-aircraft flyaway price by dividing these aggregate values by aircraft counts; the sources do not present the figures as comparable unit prices.
In April 2024 testimony, Lt. Gen. Eric T. Fick, identified as the F-35 Program Executive Officer, said, “We must go faster.” The statement reflects the program’s delivery and execution pressures; it was not specifically about negotiations for the Lots 18–19 agreement.
