The measure is often called a tariff, but it is a trade remedy intended to offset foreign subsidies. The legal status differs by country: the Russian order received a final continuation finding, while the latest cited filing describes Morocco’s review result as preliminary and reports a separate temporary suspension of collections.
What Mosaic and Simplot did
In the U.S. Department of Commerce’s 2026 sunset review of the Russian order, Mosaic and Simplot participated together as domestic interested parties. Commerce recorded their notices of intent to participate on March 17, 2026, and their adequate substantive responses on April 1. On June 30, Commerce concluded that revoking the Russian order would likely lead to the continuation or recurrence of countervailable subsidies.
That record supports describing the companies’ procedural position as support for keeping the order. The notice references their filings but does not reproduce their full arguments, so it does not establish every reason either company gave in those responses. What the duties cover—and what they do not
A countervailing duty (CVD) is a trade remedy intended to offset subsidies that a government provides to producers or exporters. “Tariff” is common shorthand, but the specific measure at issue is a CVD order on covered phosphate fertilizer imports. In the original proceeding, the U.S. International Trade Commission (USITC) found that imports from Morocco and Russia that Commerce had determined were subsidized materially injured a U.S. industry. That 2021 injury determination is distinct from the companies’ present policy position.

The USITC’s fact sheet describes the scope as covering specified fertilizer products while excluding, among other things, liquid ammonium polyphosphate, liquid phosphoric acid, and non-fertilizer phosphates. Russia and Morocco have different current status

Separately, Mosaic’s June 30, 2026 quarterly filing reported that a June 29 presidential proclamation temporarily suspended collection of CVDs on phosphate fertilizer imports from Morocco for eight months. That suspension concerns collection; it is not the same thing as a sunset-review finding and does not, by itself, establish that the order was revoked. Mosaic’s quarterly filing.

Why producers and farm groups disagree
Mosaic’s case for the orders
Mosaic says the orders remedy injury to the domestic phosphate fertilizer industry from subsidized imports and help restore fair competition. That is the position of an interested petitioner and producer, not a neutral finding about every market effect of the duties. The original USITC injury determination is an agency finding in the underlying proceeding, but it does not settle the current debate over costs and benefits. Mosaic’s company site.
Farm groups’ concern about input costs
The American Soybean Association (ASA) says it and other farm groups urged Mosaic and Simplot to withdraw support for the duties, arguing that they raise farmers’ input costs. ASA President Scott Metzger said the duties “have played a major role in the high cost of inputs for soybean production.” That is the association’s advocacy position, not an independently established causal measurement. What USDA projected about the Morocco suspension
In a June 29, 2026 announcement about the temporary suspension, the U.S. Department of Agriculture estimated a 22% reduction in phosphate fertilizer prices and $1.82 billion in annual savings for producers as additional supplies enter the U.S. market. USDA said more than 100,000 farms across 97 million planted acres would benefit from the expected reduction.
These are USDA projections, not confirmed price changes or realized farmer savings. The acreage and farm counts describe the population USDA said would benefit from its forecast; they do not show what an individual farmer paid or saved. USDA’s June 29 announcement.

What is not settled by these developments
- The cited sources do not establish a final Morocco sunset-review result.
- Mosaic’s filing reports an eight-month suspension of collections, but the cited record does not establish its ultimate duration or market effect.
- There is no single current duty rate established here for every importer or shipment. Mosaic says applicable assessment and cash-deposit rates may change through administrative reviews, litigation, or related proceedings.
- USDA’s estimated savings and price reduction are forecasts; they do not establish actual farmer savings.
The stakes are substantial because phosphate fertilizer is widely used: USITC said in 2021 that it was applied annually to about 300 million acres of U.S. cropland. The Commission also reported $835 million in subject imports and $148 million in nonsubject imports in 2019, with Morocco, Russia, and Saudi Arabia among leading import sources.
