Why Some States Banned Betting on Mike Tyson vs. Jake Paul

Several states barred licensed sportsbooks from taking bets on Mike Tyson vs. Jake Paul, but there was no nationwide ban. States reached different decisions because each regulator applied its own rules for approving boxing wagers to a bout that Texas sanctioned as professional boxing but staged under modified conditions.

Why did some states prohibit betting on the fight?

The restrictions stemmed from state-by-state approval standards, not a single national ruling. The November 15, 2024 bout had unusual terms: eight two-minute rounds and 14-ounce gloves, rather than the three-minute rounds and 10-ounce gloves described as standard in contemporaneous coverage. Some regulators or approved event catalogs did not permit wagers on it; others reviewed the event and allowed them.

Texas sanctioned the match as a professional bout. The Massachusetts Gaming Commission said that Texas’s sanction and the event’s rules supported allowing wagers there. Its November 5, 2024 staff memo quoted the Texas Department of Licensing and Regulation explaining that it could regulate contestant-requested terms if they did not create a safety issue or violate law or rules. The following is a dated snapshot for this particular fight, compiled from regulator materials and contemporaneous reporting. It is not a complete inventory of every state, and it does not describe current wagering rules.

These decisions applied to wagers offered by licensed operators under each jurisdiction’s rules. Massachusetts’ memo, for example, says operators may offer only wagers authorized by the Commission and posted on its website. A state’s past treatment of this bout does not determine whether another boxing event—or a future event with similar rules—will be approved.

What did regulators object to?

The modified format mattered because state regulators were assessing whether the event fit their standards for an approved boxing wager. The evidence does not establish one explanation shared by every state that restricted betting. Pennsylvania’s stated position, reported by Covers, was that “Given the totality of factors, the decision was made in the best interest of the betting public not to permit wagering in Pennsylvania.” Covers attributed that statement to an unnamed Pennsylvania official. Colorado provides a documented example of a rules-based objection. In materials filed in 2025, the Colorado Limited Gaming Control Commission said wagering was prohibited because the fight deviated from Association of Boxing Commissions and Combative Sports rules. The filing also describes a sportsbook props pool that accepted at least 100 wagers from Colorado bettors before it was removed and bettors were refunded. Was the fight banned nationwide?

No. State regulators and approved event catalogs determined what licensed sportsbooks could offer, and their decisions differed. Texas’s sanction of the fight as professional boxing did not automatically require every other state to approve betting on it. What the restrictions mean for bettors

The episode is best understood as a historical example of how state approval rules can produce different answers for one event. A restriction in one jurisdiction did not establish a nationwide ban, and approval elsewhere did not make the event eligible in every state. For any current event, the applicable regulator’s rules and authorized-wager listings—not a decision made for Tyson–Paul in 2024—control what licensed operators may offer.
