The available council figures are examples, not a complete count of Perth councils.
Adopted 2026/27 rates increases in the Perth area
The table uses each council’s own description of its adopted measure. The percentages should not be treated as a like-for-like ranking.

These decisions show several councils balancing higher costs against household pressure, but the figures do not establish how many councils across the entire Perth metropolitan area have adopted increases.
Why rates are rising during a cost-of-living squeeze
Councils cite the expense of maintaining local services and infrastructure alongside rising operating costs. The City of Perth points to higher state charges, electricity, fuel, insurance and Emergency Services Levy costs. Armadale says the Local Government Cost Index (LGCI), developed by WALGA, tracks local-government cost pressures including construction materials, road works, fuel, utilities, waste management, insurance and labour.

Vincent says its increase responds to rising service and infrastructure costs while maintaining core services. South Perth Mayor Greg Milner said the budget was intended to maintain the City’s $800 million of public assets while protecting long-term financial health and minimising the impact on ratepayers. Perth Lord Mayor Bruce Reynolds said the City sought to smooth the revaluation-year impact while funding infrastructure, services and public spaces.

Not necessarily. A council’s overall rates yield or revenue can rise by a stated percentage without every property’s bill changing by that amount. The final bill depends on the council’s measure and the property’s rating basis, including valuation changes and rate category.

How revaluations affect the calculation
Gosnells explains that rates are calculated by multiplying a property’s gross rental value (GRV) by the council’s rate in the dollar; a minimum rate may apply. Its reported 44% average GRV increase is a council-wide average, not a prediction for any particular property. The Town of Cambridge likewise reports a 23% average GRV increase, which does not show how much an individual property’s value changed.
Perth says individual rates may rise or fall differently as properties’ relative valuations change. A property whose valuation moves differently from the wider group can therefore see a bill change that differs from the City’s 2.45% rates-yield increase.

- Compare the adopted budget figure with your council’s explanation of what it measures: yield, revenue, residential rates or another movement.
- Check your property’s valuation notice and rating category rather than applying the council-wide percentage directly to your bill.
