Microsoft named Carolina Dybeck Happe executive vice president and chief operating officer on September 12, 2024, creating a new role on its senior leadership team. The appointment initially brought three named organizations under her. A separate October 2025 reorganization later moved Microsoft’s operations organization under commercial-business CEO Judson Althoff, while Dybeck Happe continued to report directly to CEO Satya Nadella.
Who is Carolina Dybeck Happe?
Dybeck Happe joined Microsoft as executive vice president and COO in a newly created position announced by Nadella on September 12, 2024. She became a member of Microsoft’s senior leadership team and reported to Nadella. In explaining the appointment, Nadella cited her global business leadership and recent work leading GE’s turnaround. Those are Nadella’s stated reasons for selecting her, not an independent assessment of her performance.
What did the COO oversee at the time of her appointment?
Microsoft’s September 2024 announcement said these three organizations would report to Dybeck Happe:
- Commerce + Ecosystems, previously in Cloud + AI.
- Microsoft Digital, previously in Experiences + Devices.
- Microsoft Business Operations, previously in Finance.
This was the organization structure described at the time of the appointment. It should not be read as a complete, current organization chart.

Why did Microsoft create the role?
Nadella said Microsoft wanted to raise its operational standards, including security, quality, customer delivery and rigor in running the business. He described Dybeck Happe’s expected work as supporting continuous process improvement and the company’s AI transformation, in collaboration with the senior leadership team. These were Microsoft’s objectives for the role; the appointment announcement did not report measured results.
Microsoft later described internal efforts combining continuous improvement with AI. In a September 2025 Inside Track article, the company reported that an AI agent assisting with network-outage resolution contributed to a 40% boost to a key network performance metric. That is a Microsoft-reported example tied to a particular internal use case—not a company-wide outcome or evidence that the COO appointment caused the improvement. Microsoft Inside Track’s 2025 account also quoted Dybeck Happe saying, “Continuous improvement will serve as an engine for accelerating transformation and impact from AI.”

How did Microsoft’s reporting structure change in 2025?
On October 1, 2025, Nadella announced that Judson Althoff would become CEO of Microsoft’s commercial business and that the operations organization would report to Althoff. Nadella also said Dybeck Happe would continue reporting to him and work on Microsoft’s overall transformation in close partnership with Althoff.

The two announcements describe different points in time and different levels of organizational detail. The 2025 statement about the operations organization’s reporting line does not say that Dybeck Happe herself began reporting to Althoff.

What is known about her remit after the 2025 change?
Microsoft’s leadership update dated October 1, 2026, discussed changes related to Microsoft 365 and LinkedIn but did not mention Dybeck Happe. That update therefore does not establish whether her responsibilities changed after the October 2025 announcement. The public statements described here also do not provide a detailed chart of all teams included in the later operations organization.
Microsoft’s announcements explain its reasons for the appointment and reorganization, but do not independently evaluate Dybeck Happe’s performance or quantify the results of the changes. Nadella’s September 2024 explanation is available in Microsoft’s appointment announcement; the subsequent reporting change is in Nadella’s October 2025 announcement.
