What the licensing section gets wrong for India
The project refers broadly to India’s Drugs and Cosmetics Act, 1940 and local permissions. For manufacturing cosmetics for sale or distribution, the current framework is more specific: Rule 23 of the Cosmetics Rules, 2020 provides for an application to the State Licensing Authority for a manufacturing licence or loan licence and requires prior permission for a new cosmetic.
