City appealed, and the Premier League confirmed that appeal on 2 October. As of 8 October 2026, no date had been announced for the appeal outcome or the separate decision on sanctions. The case could continue into 2027 or beyond, but no announced timetable establishes that it will.
Has the Manchester City 115-charges verdict been announced?
There is a first-instance decision, but not a final outcome to the whole case. The Premier League published a redacted version of the independent Commission’s Core Decision on 29 September 2026. The League said the Commission upheld all charges related to serious financial-rule breaches and most of the charges concerning failure to cooperate. For accuracy, call the September publication the Commission’s findings or initial decision, rather than a final verdict. The appeal remains open, and a separate proceeding will determine any sanction.
When will the appeal and sanction decisions be announced?
No public date had been announced for either outcome as of 8 October 2026. The Premier League says the appeal hearing and the separate sanction proceeding remain confidential until publication is permitted. The appeal
City appealed to the Chair of the Judicial Panel. An independent Appeal Board will hear it. The Associated Press reported that the rules provide for the hearing to take place within 12 weeks of filing and to last no more than five consecutive days. That is a reported timetable for the hearing—not a deadline for publishing the written outcome. Neither the Premier League’s appeal notice nor the AP report gives an announced outcome date. Sanctions
The independent Commission will address sanctions in a separate hearing. The Premier League says the Commission has broad discretion and lists fines, points deductions and other sporting sanctions among the non-exhaustive possibilities. No sanction or date for the sanction hearing had been announced in the cited statements. A particular punishment—including relegation or expulsion—should not be treated as decided or likely on the basis of those statements.

Could the case go beyond 2027?
It is possible, because the appeal and sanction stages still have no publicly announced outcome dates. But “may go beyond 2027” is a statement of uncertainty, not an official forecast. The 12-week period reported by AP applies to when the appeal hearing is to take place; it does not establish when the Appeal Board will publish its decision, how long the separate sanction process will take, or that the case will continue beyond 2027.
The Premier League’s 29 September statement also records that preparing the Commission’s initial decision took longer than the Commission expected. The Commission said the hearing transcripts ran to approximately 7,000 pages. The League reported that the hearing lasted 42 days and concluded in December 2024. What did the Commission find?
The findings concern seasons 2009/10 through 2017/18. In its summary of the Commission’s decision, the Premier League said the Commission found that Manchester City:
- Arranged or relied on sham commercial arrangements that artificially inflated revenue and reduced costs.
- Filed misstated accounts and concealed its financial position from auditors and regulators.
- Significantly breached Premier League and UEFA spending limits.
- Breached duties to cooperate and act in utmost good faith in three of the four alleged instances considered.
The League summarized the Commission’s finding as more than £900 million in artificially inflated revenues and reduced costs. Separately, AP reported that the Commission found sponsors paid £119.25 million of £949.94 million in fees recorded in accounts, with £830.69 million attributed to ADUG funding.
