Its first edition is dated July 2014. It brings together guidance on recruitment, promotion, performance management, conduct, employee rights and benefits, pensions, and training. It is a practical overview—not a universal HR handbook or confirmation of current law.
What the manual covers
The manual addresses public-service employment and administration across several stages of an employee’s working life. Its contents include:
- Career arrangements, recruitment, selection, and promotion based on merit and formal procedures.
- Performance management, including supervision, feedback, assessment, and employee development.
- Employee conduct and disciplinary proceedings.
- Rights and benefits, pensions, and training and development.
This breadth makes it useful as an overview of how HR processes fit together in Timor-Leste’s public service, rather than a guide focused only on hiring.
How it approaches performance management
The manual frames performance assessment around fairness, equality, impartiality, and adequate justification. It also treats performance management as more than a rating exercise: its stated purposes include recognizing merit, improving productivity and professional performance, strengthening communication between supervisors and subordinates, identifying training needs, and improving service quality.

Those aims connect assessment to ongoing supervision and development. In practice, a reader consulting the manual can use it to understand the intended HR framework, while checking the applicable current procedures with the responsible agency.
Is the July 2014 edition still current?
CFP still lists the manual among its official publications, but that listing does not establish that the text has been revised or that its legal provisions remain in force. CFP’s publication page also lists later materials, including a 2024 public-service diagnostic report and a 2025 annual report; those publications are not, by themselves, amendments or replacements for this manual.
Before using a specific instruction in a current employment matter, verify it against current Timor-Leste law, later CFP guidance, and the responsible public agency. The manual’s continuing presence on the publication list is evidence that it remains available, not proof that every procedure is up to date.
Who may find it useful
The guide is aimed at people working with public-service employment conditions and procedures, including public servants, managers, and leaders. It may also help readers who need a broad orientation to the HR responsibilities of government agencies. For example, Ermera’s municipal HR service describes work such as maintaining personnel records, monitoring staff, handling attendance and leave, coordinating training plans, and conducting performance assessments. That illustrates the continuing administrative role of HR, but does not establish that every procedure in the 2014 manual remains the current rule.

Where to find the official publication
CFP’s official publications page lists the manual and links to its PDF. The indexed document identifies CFP as publisher and gives the first-edition date as July 2014. The manual is described as distributed only and prohibited from sale, so consult the official listing rather than treating it as a commercial product.
