No primary source cited here confirms a Lockheed Martin–Thales GMLRS production partnership at Bourges, France. The September 2024 announcement was an agreement between the companies’ Australian businesses to explore solid rocket motor development and production for Australia. Later Australian announcements describe domestic component manufacturing and a warhead test—not production at Bourges.
What the 2024 Lockheed Martin–Thales agreement covers
On September 11, 2024, Lockheed Martin Australia and Thales Australia announced a teaming agreement to explore development and production of a jointly developed solid rocket motor system for the Australian market. The announcement also describes opportunities involving GMLRS solid rocket motors, related components and the local supply chain, within Australia’s Guided Weapons and Explosive Ordnance Enterprise. It does not announce a French factory or a production site at Bourges. Lockheed Martin Australia’s announcement
How Bourges entered the story
An Indian Defence Review article published September 16, 2024, used Bourges and France in its headline. Its text, however, describes the Australian agreement and prospective Australian component work. The headline is not confirmation of a French production partnership. Indian Defence Review article
What later Australian announcements establish
| Date | Parties or publisher | Location and work described |
|---|---|---|
| September 11, 2024 | Lockheed Martin Australia and Thales Australia | Teaming agreement to explore Australian solid rocket motor development and production, including GMLRS-related components and supply-chain opportunities. Company announcement |
| May 2026 | Lockheed Martin Australia | Reported a GMLRS warhead detonation near Bourke, New South Wales, after an 11-week build-and-test effort. This is a test milestone, not evidence of work at Bourges. Company account |
| May 29, 2026 | Australian Department of Defence | Described a $120 million contract for domestic manufacture of GMLRS components. It does not establish a Bourges facility or French production. Government release |
These are separate Australian industrial developments: the 2024 agreement concerned exploring motor and component work, while the 2026 reports describe a warhead test and a component-manufacturing contract. The published details do not identify Bourges as a site for either.

What GMLRS is
Lockheed Martin describes the Guided Multiple Launch Rocket System (GMLRS) as a guided rocket system fired from M270-family launchers and HIMARS. Its product page lists Unitary, Alternative Warhead and Extended-Range variants. The manufacturer says the Unitary and Alternative Warhead variants each have a range exceeding 70 km; it describes ER GMLRS as developmental on that page. Lockheed Martin also reports that more than 60,000 GMLRS rockets have been produced to date; the page is undated, so that figure has no precise as-of date. Lockheed Martin GMLRS product information
